നീറ്റ് പരീക്ഷ അട്ടിമറിക്കുമെന്നു പേടി, ഇന്ത്യയില്‍ ടെലഗ്രാം ആപ് തത്കാലത്തേക്ക് നിരോധിച്ചു

ന്യൂഡല്‍ഹി : പരീക്ഷാ ചോദ്യപേപ്പര്‍ ചോര്‍ച്ചയുമായി ബന്ധപ്പെട്ട ആശങ്കകളെത്തുടര്‍ന്ന് ഇന്ത്യയില്‍ ടെലഗ്രാം ആപ് താത്കാലികമായി നിരോധിച്ചു. നിലവിലെ അറിയിപ്പ് അനുസരിച്ച് ജൂണ്‍ 22-ഓടെ ടെലഗ്രാമിന്റെ നിരോധനം നീക്കുമെങ്കിലും, മെസ്സേജ് എഡിറ്റ് ചെയ്യാനുള്ള നിയന്ത്രണം ജൂണ്‍ 30 വരെ തുടരും.

ഐടി ആക്ട്, 2000-ലെ സെക്ഷന്‍ 69എ പ്രകാരം, ഇന്ത്യയിലുടനീളമുള്ള ഇന്റര്‍നെറ്റ് സേവന ദാതാക്കള്‍ക്കും ടെലികോം ഓപ്പറേറ്റര്‍മാര്‍ക്കും ടെലഗ്രാം ആപ്പും വെബ്സൈറ്റും തടയാന്‍ നിര്‍ദ്ദേശം നല്‍കിയിട്ടുണ്ട്. ജൂണ്‍ 21-ന് നടക്കുന്ന നീറ്റ് പുനഃപരീക്ഷയുടെ പശ്ചാത്തലത്തിലാണ് ഈ നടപടി.

ടെലഗ്രാം ലഭ്യമാകുന്ന ഇടങ്ങളില്‍പ്പോലും, നേരത്തെ അയച്ച സന്ദേശങ്ങള്‍ എഡിറ്റ് ചെയ്യാനുള്ള ഫീച്ചര്‍ ഇന്ത്യയില്‍ പൂര്‍ണ്ണമായും നിര്‍ത്തിവെക്കാന്‍ ആവശ്യപ്പെട്ടിട്ടുണ്ട്.

ചോദ്യപേപ്പര്‍ ചോര്‍ച്ചയെന്ന പേരില്‍ വ്യാജ വാര്‍ത്തകള്‍ പ്രചരിപ്പിക്കാനും പണം തട്ടാനും തട്ടിപ്പുകാര്‍ ടെലഗ്രാമിന്റെ സവിശേഷതകള്‍ ദുരുപയോഗം ചെയ്യുന്നതായി കണ്ടെത്തിയിട്ടുണ്ട്. 

ടെലഗ്രാമിലെ മെസ്സേജ് എഡിറ്റിംഗ് ഫീച്ചര്‍ ഉപയോഗിച്ചാണ് തട്ടിപ്പുകാര്‍ പരീക്ഷയ്ക്ക് മുന്‍പേ ചോദ്യപേപ്പര്‍ ചോര്‍ന്നു എന്ന് വരുത്തിത്തീര്‍ക്കുന്നത്. 

പരീക്ഷയ്ക്ക് മുമ്പ് തട്ടിപ്പുകാര്‍ ഒരു ഗ്രൂപ്പിലോ ചാനലിലോ സാധാരണമായ ഒരു സന്ദേശം പോസ്റ്റ് ചെയ്യുന്നു. പരീക്ഷ കഴിഞ്ഞ് യഥാര്‍ത്ഥ ചോദ്യപേപ്പര്‍ പുറത്തുവരുമ്പോള്‍, അവര്‍ നേരത്തെയിട്ട സന്ദേശം എഡിറ്റ് ചെയ്ത് അതില്‍ ഈ ചോദ്യപേപ്പര്‍ ചേര്‍ക്കുന്നു.

ടെലഗ്രാമില്‍ മെസ്സേജ് എഡിറ്റ് ചെയ്താലും അത് ആദ്യം പോസ്റ്റ് ചെയ്ത സമയം മാറില്ല. അതിനാല്‍ പരീക്ഷയ്ക്ക് മണിക്കൂറുകള്‍ക്ക് മുന്‍പേ ചോദ്യപേപ്പര്‍ ഗ്രൂപ്പില്‍ വന്നതായി ആളുകള്‍ക്ക് തോന്നും. ഇത് പരീക്ഷാ നടത്തിപ്പില്‍ വലിയ പരിഭ്രാന്തി സൃഷ്ടിക്കാന്‍ കാരണമാകുന്നു.

നീറ്റ് പരീക്ഷയുടെ ചോദ്യപേപ്പര്‍ മുന്‍കൂട്ടി നല്‍കാം എന്ന് അവകാശപ്പെട്ട് നിരവധി വ്യാജ ഗ്രൂപ്പുകളും ബോട്ടുകളും ടെലഗ്രാമില്‍ സജീവമായിരുന്നു. വിദ്യാര്‍ത്ഥികളില്‍ നിന്നും രക്ഷിതാക്കളില്‍ നിന്നും ലക്ഷക്കണക്കിന് രൂപയാണ് ഇവര്‍ ആവശ്യപ്പെട്ടിരുന്നത്. എന്നാല്‍ ചോദ്യപേപ്പര്‍ സുരക്ഷിതമാണെന്നും ഇത്തരം വ്യാജ ഗ്രൂപ്പുകളില്‍ വീഴരുതെന്നും നാഷണല്‍ ടെസ്റ്റിംഗ് ഏജന്‍സി വ്യക്തമാക്കിയിട്ടുണ്ട്.

തട്ടിപ്പുകാരെ തടയാനാണ് ഈ നടപടിയെങ്കിലും, സാധാരണക്കാരായ ദശലക്ഷക്കണക്കിന് ഉപയോക്താക്കളെ ഇത് ബുദ്ധിമുട്ടിലാക്കിയിട്ടുണ്ട്. പല സോഫ്റ്റ്വെയര്‍ കമ്പനികളും സ്റ്റാര്‍ട്ടപ്പുകളും തങ്ങളുടെ എഐ ബോട്ടുകളും കമ്മ്യൂണിക്കേഷന്‍ സിസ്റ്റങ്ങളും പ്രവര്‍ത്തിപ്പിക്കാന്‍ ടെലഗ്രാമിനെയാണ് ആശ്രയിക്കുന്നത്. നിരോധനം ഇവരുടെ പ്രവര്‍ത്തനങ്ങളെ ബാധിച്ചു.

ലക്ഷക്കണക്കിന് വിദ്യാര്‍ത്ഥികള്‍ പഠന സാമഗ്രികള്‍ പങ്കുവെക്കാനും സംശയ നിവാരണത്തിനുമായി വലിയ ടെലഗ്രാം ഗ്രൂപ്പുകള്‍ ഉപയോഗിക്കുന്നുണ്ട്. പരീക്ഷാ സമയത്തെ നിരോധനം ഇവര്‍ക്ക് വലിയ തിരിച്ചടിയായി.

ഒരു ആപ്പ് നിരോധിച്ചതുകൊണ്ട് ചോദ്യപേപ്പര്‍ ചോര്‍ച്ച തടയാന്‍ കഴിയില്ലെന്നും, വിപിഎന്‍ ഉപയോഗിച്ച് ആളുകള്‍ക്ക് ഇത് എളുപ്പത്തില്‍ മറികടക്കാമെന്നും ഡിജിറ്റല്‍ അവകാശ പ്രവര്‍ത്തകര്‍ ചൂണ്ടിക്കാണിക്കുന്നു.

സൈബര്‍ ക്രൈം വിഭാഗവും വിവിധ സംസ്ഥാനങ്ങളിലെ പോലീസും ചേര്‍ന്ന് ഇത്തരം വ്യാജ ഗ്രൂപ്പുകള്‍ നടത്തുന്നവര്‍ക്കെതിരെ അന്വേഷണം ശക്തമാക്കിയിട്ടുണ്ട്.

Summary: Amid growing concerns over exam paper leaks, the Telegram app has been temporarily banned in India. According to the current directive, the ban on Telegram will be lifted around June 22, but the restriction on editing messages will continue until June 30.

Under Section 69A of the IT Act, 2000, internet service providers (ISPs) and telecom operators across India have been directed to block the Telegram app and its website. This action comes in the wake of the upcoming NEET re-examination scheduled for June 21. Even in places where Telegram remains accessible, the platform has been ordered to completely suspend its message-editing feature within India.

It has been revealed that scammers are abusing Telegram's features to spread fake news about question paper leaks and to extort money. Scammers use Telegram's message-editing feature to make it appear as though the question paper was leaked before the exam:

Before the exam begins, scammers post a generic or ordinary message in a group or channel.

Once the exam is over and the actual question paper is released, they edit their previous message to include the real question paper.

Since editing a message on Telegram does not alter its original timestamp, it creates the illusion that the question paper was available in the group hours before the exam. This has been causing widespread panic regarding the conduct of the examinations.

Numerous fake groups and bots had become active on Telegram, claiming to provide the NEET question paper in advance. They were demanding lakhs of rupees from students and parents. However, the National Testing Agency (NTA) has clarified that the question papers are secure and has urged people not to fall prey to such fraudulent groups.

While this step was taken to curb scammers, it has caused significant inconvenience to millions of regular users. Many software companies and startups rely on Telegram to run their AI bots and communication systems; the ban has severely disrupted their operations.

Furthermore, lakhs of students use massive Telegram groups to share study materials and clear doubts. The ban during exam season has dealt a heavy blow to them.

Digital rights activists have also pointed out that banning an app cannot prevent question paper leaks, noting that people can easily bypass such restrictions using a VPN.

Meanwhile, the cyber crime cell and police forces across various states have intensified their investigation against those operating these fraudulent groups.
