ന്യൂഡല്ഹി: തൃണമൂല് കോണ്ഗ്രസിന്റെ ലോക്സഭയിലെ 20 അംഗ വിമത എംപിമാരുടെ സംഘം ത്രിപുരയില് നിന്നുള്ള, ബംഗാളി ആഭിമുഖ്യമുള്ള അധികമാരും അറിയപ്പെടാത്ത രാഷ്ട്രീയ പാര്ട്ടിയായ 'നാഷണലിസ്റ്റ് സിറ്റിസണ്സ് പാര്ട്ടി'യില് ലയിക്കാന് തീരുമാനിച്ചു.
ലോക്സഭാ സ്പീക്കര് ഓം ബിര്ളയെ കണ്ട് കത്ത് നല്കിയ ശേഷം, വിമത വിഭാഗത്തെ നയിക്കുന്ന കാകോലി ഘോഷ് ദസ്തിദാര് ആണ് ഇക്കാര്യം പ്രഖ്യാപിച്ചത്. തങ്ങള് പാര്ലമെന്റില് പ്രത്യേക ബ്ലോക്കായി ഇരിക്കുമെന്നും അവര് പറഞ്ഞു. ലോക്സഭയില് 28 എംപിമാരുള്ള തൃണമൂലിലെ പ്രതിസന്ധി ഈ നീക്കത്തോടെ കൂടുതല് രൂക്ഷമാകും. പാര്ലമെന്റിന്റെ വര്ഷകാല സമ്മേളനത്തിന് മുന്നോടിയായി ലോക്സഭയിലെ പ്രതിപക്ഷത്തിന്റെ അംഗബലം കുത്തനെ കുറയാന് ഇത് കാരണമാകും. ഒരു പ്രത്യേക ബ്ലോക്ക് രൂപീകരിക്കുമ്പോള് ഉണ്ടാകാനിടയുള്ള നിയമപരമായ സങ്കീര്ണ്ണതകള് ഒഴിവാക്കാനാണ് ലയന തീരുമാനം എടുത്തതെന്നാണ് വിവരം.

പാര്ട്ടിയുടെ മൂന്നില് രണ്ട് ഭാഗവുമായി നിങ്ങള് പുറത്തുപോകുമ്പോള്, ആദ്യ ദിവസം തന്നെ ആ പാര്ട്ടിയുടെ പേര് നിങ്ങള്ക്ക് ആവശ്യപ്പെടാന് കഴിയില്ല... ജൂലായില് ഞങ്ങള് തൃണമൂല് എന്ന പേര് ഞങ്ങള്ക്ക് നല്കണമെന്ന് ആവശ്യപ്പെടും, കാരണം തൃണമൂലില് നിന്നുള്ള മൂന്നില് രണ്ട് ഭൂരിപക്ഷം ഞങ്ങള്ക്കുണ്ട്. അതിനുശേഷം കോടതി ഇത് തീരുമാനിക്കട്ടെ,' അദ്ദേഹം കൂട്ടിച്ചേര്ത്തു.
തൃണമൂലിന്റെ പ്രതികരണം
വിമത സംഘം തൃണമൂലിനെ 'വഞ്ചിച്ചു' എന്ന് മുതിര്ന്ന തൃണമൂല് നേതാവ് മദന് മിത്ര പറഞ്ഞു. 'മമതാ ബാനര്ജിയുടെ നേതൃത്വത്തില് പാര്ട്ടിയെ ശക്തിപ്പെടുത്തണമെന്ന് പറഞ്ഞാണ് അവര് തൃണമൂല് ചിഹ്നത്തില് മത്സരിച്ചത്. ഇപ്പോള് അവര് ആ വാഗ്ദാനത്തില് നിന്ന് പിന്നോട്ട് പോയിരിക്കുന്നു. അത് വഞ്ചനയാണ്,' അദ്ദേഹം കൂട്ടിച്ചേര്ത്തു.

തൃണമൂലിന്റെ നീക്കം
തൃണമൂല് നേതാക്കളായ സാഗരികാ ഘോഷും കീര്ത്തി ആസാദും ഓം ബിര്ളയെ കണ്ട് പാര്ട്ടിയുടെ രണ്ടാമനും പാര്ലമെന്ററി പാര്ട്ടി ചീഫുമായ അഭിഷേക് ബാനര്ജി നല്കിയ കത്ത് കൈമാറിയിരുന്നു. ലെജിസ്ലേറ്റീവ് പാര്ട്ടിയല്ല, രാഷ്ട്രീയ പാര്ട്ടിയാണ് എപ്പോഴും പരമാധികാരമുള്ളതെന്നതിനാല് വിമത വിഭാഗത്തെ അംഗീകരിക്കരുതെന്ന് കത്തില് ആവശ്യപ്പെട്ടിട്ടുണ്ട്.
'ലോക്സഭയിലെ ലെജിസ്ലേറ്റീവ് പാര്ട്ടി നിലനില്ക്കുന്നത് തന്നെ രാഷ്ട്രീയ പാര്ട്ടിയില് നിന്നാണ്... ഒരു അംഗത്തിനോ ഒരുകൂട്ടം അംഗങ്ങള്ക്കോ അവരുടെ സ്വന്തം ഇഷ്ടപ്രകാരം അതേ പാര്ട്ടിക്കുള്ളില് ഒരു സമാന്തര ഗ്രൂപ്പോ വിഭാഗമോ രൂപീകരിക്കാനും സഭയ്ക്കുള്ളില് സ്വതന്ത്രമായ അംഗീകാരം അവകാശപ്പെടാനും കഴിയില്ല,' കത്തില് പറയുന്നു.
ഇതുമായി ബന്ധപ്പെട്ട ഒരു കോടതി ഉത്തരവ് ഉദ്ധരിച്ചുകൊണ്ട് കത്തില് ഇങ്ങനെ പറയുന്നു: 'ഒരു രാഷ്ട്രീയ പാര്ട്ടി മത്സരിക്കുന്ന ഗ്രൂപ്പുകളായി പിളരുന്നത് നിയമം അനുവദനീയമായ ഒന്നായി അംഗീകരിക്കുന്നില്ല.' പകരം, അത്തരം പെരുമാറ്റങ്ങളെ അയോഗ്യതയുടെ അടിസ്ഥാനത്തിലാണ് കാണുന്നത്.

The announcement was made by Kakoli Ghosh Dastidar, who is leading the rebel faction, after meeting Lok Sabha Speaker Om Birla and submitting a letter. She also stated that they would sit as a separate bloc in Parliament. "We command a two-thirds majority. We will be part of the NDA and work under the leadership of the Prime Minister," Kakoli Ghosh added.
This move will further deepen the crisis within the Trinamool, which has a total of 28 MPs in the Lok Sabha. Ahead of the Monsoon session of Parliament, this will drastically bring down the strength of the opposition in the Lower House. Sources indicate that the decision to merge was taken to avoid the legal complications that usually arise when forming a separate bloc.
Trinamool's Sudip Bandyopadhyay—a close aide of party chief and former Chief Minister Mamata Banerjee, and one of the last MPs to cross over to the rebel group—also confirmed the merger with the Nationalist Citizens' Party.
"When you leave with two-thirds of the party, you cannot demand the name of that party on the first day... In July, we will demand that the name 'Trinamool' be given to us since we hold a two-thirds majority from the Trinamool. After that, let the court decide," he added.
Trinamool's Response
Senior Trinamool leader Madan Mitra stated that the rebel group has "betrayed" the Trinamool.
"They contested the elections under the Trinamool symbol, promising to strengthen the party under Mamata Banerjee's leadership. Now they have backed out of that promise. That is deceit," he added.
When asked if this matter would be taken to court, he replied that it depends on Mamata Banerjee's decision. Pointing out that the rebels hold a two-thirds majority, Mitra said, "That is too small a number to form a separate party. There are a lot of procedures involved. This is just the beginning."
Trinamool's First Move
Earlier, Trinamool leaders Sagarika Ghose and Kirti Azad met Om Birla to hand over a letter from the party's number two and parliamentary party chief, Abhishek Banerjee. The letter urged the Speaker not to recognize the rebel faction, arguing that the political party always stands supreme, not the Legislature Party.
"The Legislative Party in the Lok Sabha derives its very existence from the political party... No member or group of members can, of their own volition, carve out a parallel group or faction within the same party and claim independent recognition inside the House," the letter read.
Quoting a relevant court order, the letter stated: "The law does not recognize the splintering of a political party into competing groups as a permissible event." Instead, such actions are viewed through the lens of disqualification.
"The Speaker recognizes the political party, not rival factions. The court has made it clear that when two or more factions claim to be the political party, the Speaker must prime facie determine who the real political party is for the purpose of adjudicating disqualification petitions under Paragraph 2(1) of the Tenth Schedule. Therefore, this legal framework focuses on ascertaining the one true political party—not on conferring independent recognition to a faction," the letter clarified.
