തിരുവനന്തപുരം: മുഖ്യമന്ത്രിയായിരുന്ന പിണറായി വിജയനെ പുകഴ്ത്തി പാട്ടെഴുതിയ ഇടത് അനുകൂല സര്‍വീസ് സംഘടനാ നേതാവ് പൂവത്തൂര്‍ ചിത്രസേനന്റെ സെക്രട്ടേറിയറ്റിലെ സേവനം യു.ഡി.എഫ് സര്‍ക്കാര്‍ അവസാനിപ്പിച്ചു. ഭരണമാറ്റത്തിന് പിന്നാലെ മുന്‍ സര്‍ക്കാരിന്റെ കാലത്തെ വിവാദ നിയമനങ്ങള്‍ പുനഃപരിശോധിക്കുമെന്ന പ്രഖ്യാപനത്തിന്റെ ഭാഗമായാണ് സെക്രട്ടേറിയറ്റ് അഡ്മിനിസ്ട്രേറ്റീവ് വിഭാഗം ഈ ഉത്തരവ് പുറപ്പെടുവിച്ചത്.

സെക്രട്ടേറിയറ്റ് എംപ്ലോയീസ് അസോസിയേഷന്റെ മുന്‍ നേതാവാണ് ചിത്രസേനന്‍. പൊതുഭരണ വകുപ്പില്‍ നിന്നു വിരമിച്ച ശേഷം, ഇദ്ദേഹത്തിന് ധനകാര്യ വകുപ്പില്‍ 'സ്‌പെഷല്‍ മെസഞ്ചര്‍' ആയി മുന്‍ സര്‍ക്കാര്‍ പുനര്‍നിയമനം നല്‍കുകയായിരുന്നു.

സെക്രട്ടേറിയറ്റ് എംപ്ലോയീസ് അസോസിയേഷന്റെ സുവര്‍ണ ജൂബിലി ആഘോഷവേളയില്‍ പൂവത്തൂര്‍ ചിത്രസേനന്‍ എഴുതിയ ഗാനമാണ് വിവാദങ്ങള്‍ക്ക് വഴിവച്ചത്. അന്ന് മുഖ്യമന്ത്രിയായിരുന്ന പിണറായി വിജയനെ വേദിയിലിരുത്തിക്കൊണ്ട് അസോസിയേഷന്‍ ഭാരവാഹികള്‍ ആലപിച്ച ഈ ഗാനം 'ഇരുളടഞ്ഞ പാതയില്‍ ജ്വലിച്ച സൂര്യനായി...' എന്നാണ് ആരംഭിക്കുന്നത്.

ഒരു സര്‍ക്കാര്‍ ജീവനക്കാരന്‍ മുഖ്യമന്ത്രിയെ ഇത്തരത്തില്‍ അമിതമായി വാഴ്ത്തുന്നത് ചട്ടവിരുദ്ധമാണെന്ന് അന്ന് തന്നെ വിമര്‍ശനമുയര്‍ന്നിരുന്നു. ഈ സ്തുതിഗീതം എഴുതിയതിനുള്ള 'പാരിതോഷികം' ആയിട്ടാണ് വിരമിച്ച ശേഷവും ചിത്രസേനന് ധനകാര്യ വകുപ്പില്‍ നിയമനം നല്‍കിയതെന്നും, ഇത് അര്‍ഹതപ്പെട്ടവരുടെ അവസരം തട്ടിയെടുക്കലാണെന്നും പ്രതിപക്ഷ സംഘടനകള്‍ ആരോപിച്ചിരുന്നു.

പൂവത്തൂര്‍ ചിത്രസേനന്റെ പുറത്താക്കല്‍ ഒരു തുടക്കം മാത്രമാണ്. തൊട്ടുപിന്നാലെ വി.ഡി. സതീശന്റെ നേതൃത്വത്തിലുള്ള പുതിയ സര്‍ക്കാര്‍ മുന്‍ ഇടത് സര്‍ക്കാരിന്റെ കാലത്തുണ്ടായ രാഷ്ട്രീയ പ്രേരിത നിയമനങ്ങളിലും കരാര്‍ നിയമനങ്ങളിലും വിപുലമായ നടപടികളിലേക്ക് കടന്നിരിക്കുകയാണ്.

വിവിധ സര്‍ക്കാര്‍ ബോര്‍ഡുകളിലും പൊതുമേഖലാ കോര്‍പ്പറേഷനുകളിലും എല്‍.ഡി.എഫ് സര്‍ക്കാര്‍ നിയമിച്ച ചെയര്‍മാന്‍മാര്‍, വൈസ് ചെയര്‍മാന്‍മാര്‍, മറ്റ് രാഷ്ട്രീയ നാമനിര്‍ദ്ദേശം ലഭിച്ച അംഗങ്ങള്‍ എന്നിവരെ നിയമപരമായി നീക്കാന്‍ പ്ലാനിംഗ് ആന്‍ഡ് ഇക്കണോമിക് അഫയേഴ്‌സ് വകുപ്പ് ഔദ്യോഗികമായി ഉത്തരവിട്ടിട്ടുണ്ട്. കാബിനറ്റ് തീരുമാനപ്രകാരമാണ് ഈ നടപടി. പുതിയ റിക്രൂട്ട്‌മെന്റ് പൂര്‍ത്തിയാകുന്നതുവരെ ഈ തസ്തികകളുടെ താല്‍ക്കാലിക ചുമതല അതത് വകുപ്പുകളിലെ സീനിയര്‍ ഉദ്യോഗസ്ഥര്‍ക്ക് നല്‍കും.

ഭരണരംഗം കാര്യക്ഷമമാക്കുന്നതിന്റെ ഭാഗമായി വലിയ തോതിലുള്ള ഉദ്യോഗസ്ഥ സ്ഥലംമാറ്റങ്ങളാണ് സര്‍ക്കാര്‍ നടത്തുന്നത്. കെ.എ.എസ് നിയമനങ്ങള്‍ വേഗത്തിലാക്കാനും സെക്രട്ടേറിയറ്റിലെ ഫയല്‍ നീക്കങ്ങള്‍ വേഗത്തിലാക്കാനും നടപടികള്‍ തുടങ്ങിയിട്ടുണ്ട്.

ഈ കൂട്ടസ്ഥലംമാറ്റങ്ങള്‍ക്കെതിരെ പ്രതിപക്ഷ നേതാവ് പിണറായി വിജയന്റെ നേതൃത്വത്തില്‍ എല്‍.ഡി.എഫ് നിയമസഭയില്‍ ശക്തമായ പ്രതിഷേധം ഉയര്‍ത്തുകയും സഭ ബഹിഷ്‌കരിക്കുകയും ചെയ്തിരുന്നു. യു.ഡി.എഫ് അനുകൂല സംഘടനകളുടെ താല്പര്യപ്രകാരമുള്ള രാഷ്ട്രീയ പകപോക്കലാണിതെന്ന് പ്രതിപക്ഷം ആരോപിക്കുമ്പോള്‍; മാനദണ്ഡങ്ങള്‍ ലംഘിച്ച് വര്‍ഷങ്ങളായി ഒരേ തസ്തികയില്‍ തുടര്‍ന്നവരെ മാറ്റുക മാത്രമാണ് ചെയ്തതെന്നാണ് സര്‍ക്കാര്‍ നിലപാട്.

ഇതിനിടയില്‍ പുതിയ മന്ത്രിമാരുടെ പേഴ്‌സണല്‍ സ്റ്റാഫ് നിയമനങ്ങളുമായി ബന്ധപ്പെട്ടും ചില വിവാദങ്ങള്‍ ഉയര്‍ന്നിട്ടുണ്ട്. മന്ത്രിമാരുടെ ബന്ധുക്കളെ പേഴ്‌സണല്‍ സ്റ്റാഫില്‍ നിയമിക്കുന്നു എന്നാരോപിച്ച് നിലവിലെ പ്രതിപക്ഷം രംഗത്തുവന്നിട്ടുണ്ട്.

The Secretariat Administrative Department issued the order as part of the new government's announcement to review controversial appointments made during the tenure of the previous government following the change of power.

Chitrasenan is a former leader of the Secretariat Employees Association. After retiring from the General Administration Department, the previous government had re-appointed him as a 'Special Messenger' in the Finance Department.

The song penned by Poovathoor Chitrasenan during the golden jubilee celebrations of the Secretariat Employees Association had triggered a row. The song, which begins with the lines "Iruladanja pathayil jwalicha suryanayi..." (As a sun that blazed in a darkened path...), was performed by the association office-bearers in the presence of the then Chief Minister Pinarayi Vijayan on stage.

Criticism had surfaced back then that it was a violation of rules for a government employee to excessively eulogize a Chief Minister in such a manner. Opposition organizations had alleged that the appointment in the Finance Department post-retirement was a 'reward' for composing this panegyric, and that it amounted to depriving deserving candidates of their opportunities.

The ouster of Poovathoor Chitrasenan is just the beginning. Following this, the new UDF government led by V. D. Satheesan has initiated extensive actions against politically motivated appointments and contract appointments made during the previous Left government's tenure.

The Department of Planning and Economic Affairs has officially issued orders to legally remove chairmen, vice-chairmen, and other politically nominated members appointed by the LDF government to various government boards and public sector corporations. This action follows a cabinet decision. The temporary charge of these posts will be handed over to senior officials of the respective departments until new recruitments are completed.

As part of streamlining the administration, the government is carrying out large-scale transfers of officials. Steps have also been initiated to expedite KAS (Kerala Administrative Service) appointments and speed up file movements in the Secretariat.

The LDF, led by Leader of the Opposition Pinarayi Vijayan, had raised strong protests in the Legislative Assembly and boycotted the session against these mass transfers. While the Opposition alleges that this is political vendetta driven by the interests of UDF-backed organizations, the government maintains that it has only transferred those who continued in the same posts for years in violation of norms, aiming solely to enhance administrative efficiency.

Meanwhile, certain controversies have also emerged regarding the personal staff appointments of the new ministers. The current Opposition has come forward alleging that relatives of ministers are being appointed to their personal staff.
