ന്യൂഡല്ഹി : പെട്രോളിനും ഡീസലിനും ലിറ്ററിന് 10 രൂപ വീതം എക്സൈസ് ഡ്യൂട്ടി കേന്ദ്ര സര്ക്കാര് വെള്ളിയാഴ്ച കുറച്ചു. ഇതോടെ പെട്രോളിന്റെ നികുതി ലിറ്ററിന് 3 രൂപയായും ഡീസലിന്റേത് പൂജ്യമായും താഴ്ന്നു. എങ്കിലും വിപണിയില് വില കുറയാന് സാദ്ധ്യതയില്ലെന്നാണ് റിപ്പോര്ട്ടുകള്.
എണ്ണക്കമ്പനികള് നേരിടുന്ന കനത്ത നഷ്ടം നികത്താന് ഈ തുക വിനിയോഗിക്കുമെന്നതാണ് ഇതിന് കാരണം. നിലവില് പെട്രോള്, ഡീസല് വില്പ്പനയില് ലിറ്ററിന് 48.8 രൂപയുടെ നഷ്ടമാണ് നേരിടുന്നതെന്നാണ് എണ്ണക്കമ്പനികള് പറയുന്നത്. യുഎസ്-ഇസ്രായേല് ഇറാന് യുദ്ധവും ഹോര്മുസ് കടലിടുക്കിലെ ഉപരോധവും കാരണം ബ്രെന്റ് ക്രൂഡ് ഓയില് വില ബാരലിന് 100 ഡോളര് കടന്നതാണ് ഈ പ്രതിസന്ധിക്ക് പ്രധാന കാരണം.
സ്വകാര്യ ഇന്ധന വിതരണക്കാരായ നയാര എനര്ജി (ചമ്യമൃമ ഋിലൃഴ്യ) പെട്രോളിന് 5.3 രൂപയും ഡീസലിന് 3 രൂപയും വര്ദ്ധിപ്പിച്ചതിന് തൊട്ടുപിന്നാലെയാണ് സര്ക്കാരിന്റെ ഈ നീക്കം. ഇറാന് യുദ്ധത്തെത്തുടര്ന്ന് ഹോര്മുസ് കടലിടുക്കില് ഏര്പ്പെടുത്തിയ ഉപരോധം ആഗോള ഊര്ജ്ജ വിതരണത്തെ ബാധിക്കുമെന്ന ഭീതി നിലനില്ക്കുന്നുണ്ട്.
ലോകത്തെ കടല്മാര്ഗ്ഗമുള്ള ക്രൂഡ് ഓയില് വിതരണത്തിന്റെ അഞ്ചിലൊന്ന് (ഏകദേശം 20-25 ദശലക്ഷം ബാരല്) കടന്നുപോകുന്നത് ഈ വഴിയിലൂടെയാണ്. ഇന്ത്യയുടെ ക്രൂഡ് ഓയില് ഇറക്കുമതിയുടെ 40 മുതല് 50 ശതമാനം വരെ (പ്രതിദിനം 2.2 - 2.8 ദശലക്ഷം ബാരല്) ഈ പാതയെയാണ് ആശ്രയിക്കുന്നത്.
ഖത്തര്, യുഎഇ എന്നിവിടങ്ങളില് നിന്നുള്ള എല്എന്ജി ഇറക്കുമതിയുടെ 16-17 ശതമാനവും ഇന്ത്യ വാങ്ങുന്നത് ഈ റൂട്ടിലൂടെയാണ്. കൂടാതെ 33 കോടി വീടുകളില് ഉപയോഗിക്കുന്ന എല്പിജി ഇറക്കുമതിയിലും ഹോര്മുസ് കടലിടുക്ക് നിര്ണ്ണായകമാണ്.
ആശങ്ക വേണ്ടെന്ന് സര്ക്കാര്
രാജ്യത്ത് ഇന്ധന ക്ഷാമമുണ്ടാകുമെന്ന ആശങ്കകള് സര്ക്കാര് തള്ളി. നിലവിലെ സ്ഥിതിവിവരക്കണക്കുകള് ഇങ്ങനെയാണ്:
സ്റ്റോക്ക്: ഇന്ത്യയില് നിലവില് 60 ദിവസത്തേക്കുള്ള എണ്ണ ശേഖരവും 30 ദിവസത്തേക്കുള്ള എല്പിജി ശേഖരവുമുണ്ട്.
തന്ത്രപരമായ ശേഖരം: ഇന്ത്യയുടെ മൂന്ന് തന്ത്രപരമായ എണ്ണശേഖരണ കേന്ദ്രങ്ങളില് നിലവില് 3.372 ദശലക്ഷം ടണ് ക്രൂഡ് ഓയില് ഉണ്ടെന്ന് പെട്രോളിയം സഹമന്ത്രി സുരേഷ് ഗോപി പാര്ലമെന്റിനെ അറിയിച്ചു. ഇന്ത്യയുടെ തന്ത്രപരമായ എണ്ണശേഖരണ കേന്ദ്രങ്ങള് ഇപ്പോള് അവയുടെ മൊത്തം ശേഷിയുടെ മൂന്നില് രണ്ട് ഭാഗം നിറഞ്ഞിരിക്കുകയാണ്.
മൊത്തം കരുതല്: എണ്ണക്കമ്പനികളുടെ പക്കലുള്ള ശേഖരം കൂടി കണക്കിലെടുത്താല് 74 ദിവസത്തേക്കുള്ള ഇന്ധനം രാജ്യത്തുണ്ട്.
ഉല്പാദനം: എല്പിജി ആഭ്യന്തര ഉല്പാദനത്തില് 25 ശതമാനം വര്ദ്ധനവിന് സര്ക്കാര് ഉത്തരവിട്ടിട്ടുണ്ട്.
നയാര എനര്ജിയുടെ പങ്ക്: ഇന്ത്യയിലെ ഏറ്റവും വലിയ സ്വകാര്യ ഇന്ധന വിതരണക്കാരായ നയാര എനര്ജിക്ക് വിപണിയില് 8.4 ശതമാനം പങ്കാളിത്തമുണ്ട്. റഷ്യന് കമ്പനിയായ റോസ്നെഫ്റ്റിന്റെ പിന്തുണയുള്ള ഈ കമ്പനി പെട്രോളിനും ഡീസലിനും വില വര്ദ്ധിപ്പിച്ചത് വിപണിയില് വലിയ ചലനമുണ്ടാക്കി.
വിതരണ ശൃംഖലയുടെ വൈവിധ്യവല്ക്കരണം: ഹോര്മുസ് കടലിടുക്കിലെ പ്രതിസന്ധി മറികടക്കാന് ക്രൂഡ് ഓയില്, എല്പിജി ഇറക്കുമതിക്കായി മറ്റ് രാജ്യങ്ങളുമായി പുതിയ കരാറുകളില് ഏര്പ്പെടാന് സര്ക്കാര് നടപടികള് വേഗത്തിലാക്കിയിട്ടുണ്ട്.
Summary: The Central Government on Friday reduced the excise duty on petrol and diesel by Rs 10 per litre each. The primary reason is that this amount will be used by oil marketing companies (OMCs) to offset their massive losses. OMCs claim they are currently incurring a loss of Rs 48.8 per litre on the sale of petrol and diesel. This crisis is largely due to Brent crude oil prices crossing $100 per barrel following the US-Israel-Iran war and the blockade of the Strait of Hormuz.
This government intervention comes immediately after private fuel retailer Nayara Energy hiked petrol prices by Rs 5.3 and diesel by Rs 3 per litre. Fears persist that the blockade in the Strait of Hormuz due to the Iran war will severely impact global energy supplies.
Strategic Importance of the Strait of Hormuz
Global Supply: One-fifth of the world’s seaborne crude oil supply (approximately 20-25 million barrels) passes through this route.
India’s Dependence: India relies on this passage for 40 to 50 percent of its crude oil imports (2.2 to 2.8 million barrels per day).
Gas Imports: India procures 16-17 percent of its LNG (Liquefied Natural Gas) from Qatar and the UAE via this route. The Strait is also critical for the LPG imports used by 33 crore Indian households.
Government Dismisses Shortage Concerns
The government has dismissed fears of a fuel shortage in the country. The current statistics are as follows:
Stock: India currently has a 60-day reserve of oil and a 30-day supply of LPG.
Strategic Reserves (SPR): Minister of State for Petroleum, Suresh Gopi, informed Parliament that India's three strategic petroleum reserves currently hold 3.372 million tonnes of crude oil. These reserves are currently filled to two-thirds of their total capacity.
Total Buffer: Including the stocks held by oil marketing companies, the country has enough fuel for 74 days.
Production: The government has ordered a 25 percent increase in domestic LPG production.
Market Dynamics
Role of Nayara Energy: As India’s largest private fuel retailer with an 8.4 percent market share, the price hike by Nayara (backed by Russia's Rosneft) has created significant ripples in the market.
Diversifying Supply Chains: To overcome the crisis in the Strait of Hormuz, the government has fast-tracked measures to enter into new contracts with other countries for crude oil and LPG imports.
