Sabari Rail to Become Reality: State to Bear Half the Cost; Rs1900 Crore to be Allocated via KIIFB

തിരുവനന്തപുരം: ശബരിമല വിമാനത്താവള പദ്ധതി പ്രതിസന്ധിയിലായതോടെ, ശബരി റെയില് പദ്ധതിയുടെ നിര്മ്മാണത്തിനായി വരുന്ന ആകെ ചെലവിന്റെ 50 ശതമാനം ഏറ്റെടുക്കാന് കേരള സര്ക്കാര് തീരുമാനിച്ചു. സംസ്ഥാന ബജറ്റുമായി ബന്ധപ്പെട്ട് നിയമസഭയില് നടന്ന ചര്ച്ചയ്ക്കുള്ള മറുപടി പ്രസംഗത്തില് ധനമന്ത്രി കെ.എന്. ബാലഗോപാല് അറിയിച്ചതാണ് ഇക്കാര്യം. ശബരി റെയില് തിരുവനന്തപുരത്തേക്ക് നീട്ടുന്നതിനെക്കുറിച്ച് പഠിക്കാന് 2 കോടി രൂപ അനുവദിച്ചതായും മന്ത്രി അറിയിച്ചു.
പദ്ധതിയുടെ പുതുക്കിയ എസ്റ്റിമേറ്റ് അംഗീകരിച്ചതായും കേന്ദ്ര സര്ക്കാരിനെ ഈ തീരുമാനം അറിയിക്കുമെന്നും സംസ്ഥാന സര്ക്കാര് വ്യക്തമാക്കി. റെയില്വേ ബോര്ഡിന്റെ അന്തിമ അനുമതി കൂടി ലഭിക്കുന്നതോടെ സ്ഥലമേറ്റെടുപ്പ് ഉള്പ്പെടെയുള്ള നടപടികള് വേഗത്തിലാകുമെന്ന് പ്രതീക്ഷിക്കുന്നു.
ഇക്കാര്യം സംസ്ഥാന സര്ക്കാര് ഔദ്യോഗികമായി അറിയിച്ചു. ഇതിനായി കിഫ്ബി വഴി 1900 കോടി രൂപ അനുവദിക്കാനാണ് സര്ക്കാര് തീരുമാനം. ഇതോടെ ഏറെക്കാലമായി അനിശ്ചിതത്വത്തിലായിരുന്ന പദ്ധതിക്ക് പുതുജീവന് ലഭിച്ചിരിക്കുകയാണ്.
പദ്ധതിയുടെ ആകെ ചെലവിന്റെ പകുതി സംസ്ഥാനം വഹിക്കണമെന്ന റെയില്വേ മന്ത്രാലയത്തിന്റെ ആവശ്യം സംസ്ഥാന സര്ക്കാര് അംഗീകരിക്കുകയായിരുന്നു. കേന്ദ്രം നേരത്തെ ഈ പദ്ധതി ഉപേക്ഷിക്കുന്ന നിലപാടിലായിരുന്നുവെങ്കിലും സംസ്ഥാനം പകുതി ചെലവ് ഏറ്റെടുക്കുന്നതോടെ റെയില്വേ പദ്ധതിയുമായി മുന്നോട്ട് പോകും.
അങ്കമാലി മുതല് എരുമേലി വരെയുള്ള പാതയുടെ നിര്മ്മാണത്തിനാണ് ഈ തുക വിനിയോഗിക്കുക. ഇത് ശബരിമല തീര്ത്ഥാടകര്ക്കും മധ്യതിരുവിതാംകൂറിലെ ജനങ്ങള്ക്കും വലിയ ആശ്വാസമാകും. ദശകങ്ങളായി ചര്ച്ചയിലായിരുന്ന ശബരി റെയില് പദ്ധതി നടപ്പിലാകുന്നതോടെ കോട്ടയം, ഇടുക്കി, പത്തനംതിട്ട ജില്ലകളുടെ യാത്രാസൗകര്യം വര്ദ്ധിക്കും.
1997-98 കാലഘട്ടത്തില് പ്രഖ്യാപിക്കപ്പെട്ട ഈ പദ്ധതി, മധ്യകേരളത്തിലെ മലയോര മേഖലകളെ റെയില്വേ ഭൂപടത്തില് എത്തിക്കാനും ശബരിമല തീര്ത്ഥാടകര്ക്ക് സുഗമമായ യാത്രയൊരുക്കാനുമാണ് വിഭാവനം ചെയ്തിരിക്കുന്നത്.
ആകെ ദൂരം: 111 കിലോമീറ്റര്.
സ്റ്റേഷനുകള്: അങ്കമാലി മുതല് എരുമേലി വരെ ആകെ 14 സ്റ്റേഷനുകള്.
കടന്നുപോകുന്ന പ്രധാന സ്ഥലങ്ങള്: അങ്കമാലി, കാലടി, പെരുമ്പാവൂര്, ഓടക്കാലി, കോതമംഗലം, മൂവാറ്റുപുഴ, വാഴക്കുളം, തൊടുപുഴ, കരിങ്കുന്നം, രാമപുരം, പാലാ, ഭരണങ്ങാനം, കാഞ്ഞിരപ്പള്ളി, എരുമേലി.
പദ്ധതിച്ചെലവ്: ഏകദേശം 3,810 കോടി രൂപയാണ് പുതുക്കിയ എസ്റ്റിമേറ്റ്.
ഭൂമി ഏറ്റെടുക്കല്: എറണാകുളം, ഇടുക്കി, കോട്ടയം ജില്ലകളിലെ ഭൂമി ഏറ്റെടുക്കല് നടപടികള് വേഗത്തിലാക്കാന് ജില്ലാ കളക്ടര്മാര്ക്ക് നിര്ദ്ദേശം നല്കി. പദ്ധതിയുടെ ഒന്നാം ഘട്ടത്തില് അങ്കമാലി മുതല് കാലടി വരെയുള്ള ഭാഗത്തെ ജോലികള് ഏകദേശം പൂര്ത്തിയായിട്ടുണ്ട്.
ഭാവി വികസനം: ശബരി പാതയെ ഭാവിയില് എരുമേലിയില് നിന്ന് പുനലൂര് വഴി വിഴിഞ്ഞം അന്താരാഷ്ട്ര തുറമുഖവുമായി ബന്ധിപ്പിക്കാനും സര്ക്കാരിന് പദ്ധതിയുണ്ട്. ഇതിന്റെ പഠനത്തിനാണ് രണ്ടു കോടി രൂപ അനുവദിച്ചിരിക്കുന്നത്.
Summary: Following the uncertainties surrounding the Sabarimala Greenfield Airport project, the Kerala government has decided to bear 50% of the total construction cost for the Sabari Railway Project. Finance Minister K.N. Balagopal announced this decision during his reply to the state budget discussion in the Legislative Assembly. Additionally, the Minister announced an allocation of ?2 crore to conduct a study on extending the Sabari Rail line to Thiruvananthapuram (Vizhinjam).
The state government has officially communicated this decision and approved the revised estimate for the project. With the state agreeing to provide ?1900 crore through KIIFB, the long-stalled project has received a new lease on life.
Key Highlights of the Update:
Funding Agreement: The state government has accepted the Railway Ministry's condition to share 50% of the project cost. While the Center had previously considered dropping the project, the state's financial commitment ensures the Railways will now proceed.
Route Coverage: The funds will be utilized for the construction of the line from Angamaly to Erumely. This will benefit Sabarimala pilgrims and residents of Central Travancore, improving connectivity in Kottayam, Idukki, and Pathanamthitta districts.
Extension to Vizhinjam: A significant part of the new announcement is the plan to extend the line from Erumely via Punalur to the Vizhinjam International Seaport. ?2 crore has been earmarked specifically for the feasibility study of this extension.
Current Status: The District Collectors of Ernakulam, Idukki, and Kottayam have been instructed to expedite land acquisition. Construction for the first phase, from Angamaly to Kalady, is nearly complete.
