Radan categorizes the youth involved in the protests into two groups. "Young people who became unwittingly involved in the riots are not considered enemy soldiers, but rather deceived individuals. If they surrender within the deadline, they will be treated with leniency," he told state television.
While official figures state 3,000 people have been arrested, human rights organizations estimate the number could be as high as 20,000. Iran alleges that the protests began peacefully but were turned violent by foreign enemies, including the United States and Israel.
The United Nations has warned that the administration is using the death penalty as a weapon to suppress protesters. UN Human Rights Chief Volker Türk stated that Iran executed approximately 1,500 people last year for political reasons. Iran ranks second only to China in the number of executions carried out.
Leaders, including President Masoud Pezeshkian, announced in a joint statement that the government would work around the clock to resolve economic grievances. However, they reiterated that uncompromising action would be taken against those responsible for "terrorist incidents."
The Government's Stance: Iran’s Supreme Leader Ayatollah Ali Khamenei labeled the protests a "conspiracy" (sedition). He has instructed security forces to "break the back" of those engaging in violence.
