തിരുവനന്തപുരം: കേന്ദ്ര സര്ക്കാരിനെതിരേയുള്ള വിമര്ശനം ഗവര്ണറെക്കൊണ്ട് വായിപ്പിച്ചുകൊണ്ട് രണ്ടാം പിണറായി സര്ക്കാരിന്റെ അവസാനത്തെ നിയമസഭാ സമ്മേളനത്തിനു തുടക്കമായി. നയപ്രഖ്യാപന പ്രസംഗത്തില് ഗവര്ണര് രാജേന്ദ്ര അര്ലേക്കര് കേരള സര്ക്കാരിന്റെ നേട്ടങ്ങള് എണ്ണിപ്പറഞ്ഞപ്പോള് കേന്ദ്രത്തിന് വിമര്ശനം ഏറെയാണ്. പതിനഞ്ചാം കേരള നിയമസഭയുടെ പതിനഞ്ചാം സമ്മേളനമാണിത്.
കേരളത്തിന് അര്ഹമായ വിഹിതം വെട്ടിക്കുറച്ചതിലുള്പ്പെടെയുള്ള കേന്ദ്ര തീരുമാനങ്ങളെയും നയപ്രഖ്യാപനത്തില് വിമര്ശിച്ചു. കേന്ദ്രം സംസ്ഥാന അധികാരങ്ങള്ക്ക് മേല് കൈ കടത്തുന്നെന്നും പ്രസംഗത്തില് ചൂണ്ടിക്കാട്ടി. വായ്പാ പരിധി വെട്ടിക്കുറയ്ക്കുന്നത് വികസന പ്രവര്ത്തനങ്ങളെ ബാധിക്കുന്നുവെന്നും നയപ്രഖ്യാപനത്തില് കുറ്റപ്പെടുത്തി.
അമേരിക്കയിലെ താരിഫ് മാറ്റം കേരളത്തിന് ഏകദേശം 2500 കോടി രൂപയുടെ നഷ്ടമുണ്ടാക്കിയതായി ഗവര്ണര് ചൂണ്ടിക്കാട്ടി.
ദേശീയപാത വികസനത്തിനായി സംസ്ഥാനം ചിലവഴിച്ച 6000 കോടി രൂപ കടമെടുപ്പ് പരിധിയില് നിന്ന് ഒഴിവാക്കണമെന്ന് കേന്ദ്രത്തോട് ആവശ്യപ്പെട്ടതായും അദ്ദേഹം പറഞ്ഞു.
അതിദാരിദ്ര്യനിര്മാര്ജനം എടുത്തുപറഞ്ഞു. കേരളം വികസന പാതയില് കുതിക്കുകയാണെന്ന് ഗവര്ണര് വായിച്ചു. 10 വര്ഷം കൊണ്ട് വലിയ നേട്ടങ്ങളുണ്ടായി. വികേന്ദ്രീകരണത്തില് കേരളം ദേശീയ മാതൃകയാണ്.
സംസ്ഥാനം ചെലവുകള് പരിമിതപ്പെടുത്തി, വരുമാനം കൂട്ടി. സാമ്പത്തിക സ്ഥിതി മെച്ചമാണ്. സംസ്ഥാന സാമ്പത്തിക രംഗം വികസിക്കുന്നു. പുതിയ തൊഴില് അവസരങ്ങള് ഉറപ്പാക്കി വളര്ച്ചയ്ക്ക് വിഴിഞ്ഞം തുറമുഖം സഹായകരമാകും.
തൊഴിലുറപ്പ് പദ്ധതിയിലുള്പ്പടെ മികച്ച നേട്ടം കൈവരിച്ചു. ശിശുമരണ നിരക്ക് സംസ്ഥാനത്ത് കുറഞ്ഞു. വിദ്യാഭ്യാസമുള്ള യുവാക്കള്ക്ക് തൊഴിലവസരങ്ങള് ഉണ്ടാകും. പത്ത് വര്ഷത്തിനിടെ ക്രമസമാധാന പരിപാലനം മെച്ചപ്പെട്ടു. തടസമില്ലാത്ത വൈദ്യുതി ഉറപ്പാക്കി. ജീവിത നിലവാരം മെച്ചപ്പെടുത്തും.
ഈ സര്ക്കാരിന്റെ കാലത്തെ അവസാന പൂര്ണ്ണ ബജറ്റ് ജനുവരി 29-ന് അവതരിപ്പിക്കും. സമ്മേളനം മാര്ച്ച് 26 വരെ തുടരാനാണ് നിശ്ചയിച്ചിരിക്കുന്നത്. ഫെബ്രുവരി 6 മുതല് 22 വരെ സഭയ്ക്ക് അവധിയായിരിക്കും.

The state has achieved excellence in schemes like the Employment Guarantee Scheme (MGNREGS). The infant mortality rate in the state has decreased. Job opportunities will be created for educated youth. Law and order maintenance has improved over the last decade. Uninterrupted electricity supply has been ensured, and the standard of living will be further improved.
The final full budget of this government's tenure will be presented on January 29. The session is scheduled to continue until March 26, with a recess from February 6 to February 22.
