ന്യൂഡല്‍ഹി : യു പി എ ഭരണകാലത്തെ അടയാളങ്ങളെല്ലാം മായ്ച്ചുകളയുക എന്ന ലക്ഷ്യത്തോടെ മഹാത്മാഗാന്ധി ദേശീയ ഗ്രാമീണ തൊഴിലുറപ്പ് പദ്ധതിക്കു പകരമായി കൊണ്ടുവന്ന 'വികസിത് ഭാരത് ഗ്യാരണ്ടി ഫോര്‍ റോസ്ഗാര്‍ ആന്‍ഡ് അജീവിക മിഷന്‍ - ഗ്രാമീണ്‍' ('വിബി-ഗ്രാം ജി' ) ബില്‍ രാഷ്ട്രപതി ഒപ്പുവച്ചു.

ഈ ആഴ്ച പാര്‍ലമെന്റ് പാസാക്കിയ വിബി-ഗ്രാം ജി ബില്‍ 2025-ന് രാഷ്ട്രപതി ദ്രൗപദി മുര്‍മു അംഗീകാരം നല്‍കിയതായി ഗ്രാമവികസന മന്ത്രാലയം ഞായറാഴ്ച അറിയിച്ചു. ഗ്രാമീണ മേഖലയിലെ തൊഴിലാളികള്‍ക്ക് 125 ദിവസത്തെ തൊഴില്‍ ഉറപ്പ് നല്‍കുമെന്നു കേന്ദ്ര സര്‍ക്കാര്‍ പറയുന്നു. 'വികസിത് ഭാരത് 2047' എന്ന ദേശീയ കാഴ്ചപ്പാടിന് അനുസൃതമായി ഗ്രാമീണ വികസന ചട്ടക്കൂട് രൂപീകരിക്കാനാണ് പുതിയ പദ്ധതിയിലൂടെ ലക്ഷ്യമിടുന്നതെന്നാണ് സര്‍ക്കാര്‍ പറയുന്നത്.

എന്താണ് വിബി-ഗ്രാം ജി ബില്‍?

നേരത്തെ തൊഴിലുറപ്പ് പദ്ധതി പ്രകാരം 100 ദിവസത്തെ തൊഴിലായിരുന്നു ഉറപ്പുനല്‍കിയിരുന്നത്. പുതിയ നിയമപ്രകാരം ഇത് 125 ദിവസമായി ഉയര്‍ത്തി. പട്ടികജാതി-പട്ടികവര്‍ഗ്ഗക്കാര്‍, സ്ത്രീകള്‍, വയോധികര്‍, ഭിന്നശേഷിക്കാര്‍ എന്നിവര്‍ക്ക് അധിക സംരക്ഷണം ഈ നിയമം ഉറപ്പുനല്‍കുന്നു. പൊതുപണം കൂടുതല്‍ കാര്യക്ഷമമായും സുതാര്യമായും ചെലവഴിക്കുന്നുവെന്ന് ഉറപ്പാക്കുകയാണ് ബില്ലിന്റെ ലക്ഷ്യമെന്ന് കേന്ദ്രം അറിയിച്ചു.

ഏതൊക്കെ ജോലികള്‍ ഏറ്റെടുക്കണം എന്ന് തീരുമാനിക്കാനുള്ള കൂടുതല്‍ അധികാരം ഇനി ഗ്രാമപഞ്ചായത്തുകള്‍ക്കും ഗ്രാമസഭകള്‍ക്കുമായിരിക്കും.

'ഗ്രാമങ്ങളുടെ സമഗ്ര വികസനത്തിന് ഈ നിയമം വഴിയൊരുക്കും. ഓരോ പാവപ്പെട്ടവനും തൊഴിലും അന്തസ്സും നല്‍കുന്നതിനൊപ്പം ദുര്‍ബല വിഭാഗങ്ങള്‍ക്ക് കൂടുതല്‍ സംരക്ഷണം ഉറപ്പാക്കാനും ഇതിലൂടെ സാധിക്കും.' - ശിവരാജ് സിംഗ് ചൗഹാന്‍ (കേന്ദ്ര ഗ്രാമവികസന മന്ത്രി)

ഈ പദ്ധതിക്കായി സര്‍ക്കാര്‍ 95,000 കോടി രൂപ മാറ്റിവച്ചിട്ടുണ്ട്. പഴയ പദ്ധതിയില്‍ പലപ്പോഴും മെറ്റീരിയല്‍ കോസ്റ്റ് ഒഴിവാക്കി കേന്ദ്രത്തില്‍ നിന്ന് കൂടുതല്‍ ഫണ്ട് കൈക്കലാക്കാന്‍ സംസ്ഥാനങ്ങള്‍ ശ്രമിച്ചിരുന്നുവെന്നും, പുതിയ ബില്‍ അത്തരം അപാകതകള്‍ പരിഹരിക്കുമെന്നും ഉദ്യോഗസ്ഥര്‍ വ്യക്തമാക്കി.

The Ministry of Rural Development announced on Sunday that the President cleared the VB-G RAM G Bill, 2025, which was passed by Parliament earlier this week. The Central Government stated that the new scheme ensures 125 days of guaranteed wage employment for laborers in rural areas. According to the government, the initiative aims to establish a rural development framework aligned with the national vision of 'Viksit Bharat 2047.'

What is the VB-G RAM G Bill?

Increase in Work Days: While the previous employment guarantee scheme ensured 100 days of work, the new law increases this to 125 days.

Priority Groups: The legislation guarantees additional protection for Scheduled Castes, Scheduled Tribes, women, the elderly, and persons with disabilities.

Efficiency: The Centre maintained that the bill’s objective is to ensure that public funds are spent with greater efficiency and transparency.

Local Governance: Greater powers will now be vested in Gram Panchayats and Gram Sabhas to decide which projects should be undertaken.
