Bars to Remain Open Until 12 Midnight on New Year's Eve; Government Issues Order
തിരുവനന്തപുരം: പുതുവത്സര തലേന്ന് (ഡിസംബര് 31) രാത്രി 12 മണി വരെ ബാറുകള് തുറന്ന് പ്രവര്ത്തിക്കാന് സംസ്ഥാന സര്ക്കാര് അനുമതി നല്കി. സാധാരണയായി രാത്രി 11 മണി വരെയാണ് ബാറുകളുടെ പ്രവര്ത്തന സമയം.
പുതുവത്സരാഘോഷങ്ങള്ക്കായി സംസ്ഥാനത്ത് എത്തുന്ന സഞ്ചാരികളെയും പ്രാദേശിക ആഘോഷങ്ങളെയും പരിഗണിച്ചാണ് ഈ സമയം മാറ്റം നടപ്പിലാക്കിയിരിക്കുന്നത്.
എക്സൈസ് വകുപ്പാണ് ഇത് സംബന്ധിച്ച ഉത്തരവ് പുറപ്പെടുവിച്ചത്. ആഘോഷങ്ങള്ക്കായി എത്തുന്നവര്ക്ക് സൗകര്യമൊരുക്കുന്നതിനൊപ്പം തിരക്ക് നിയന്ത്രിക്കുക കൂടി ലക്ഷ്യമിട്ടാണ് ഈ തീരുമാനം.
മദ്യം വാങ്ങി പുറത്തു കൊണ്ടുപോയി പരസ്യമായി മദ്യപിക്കുന്നതിനോ ക്രമസമാധാന പ്രശ്നങ്ങള് ഉണ്ടാക്കുന്നതിനോ അനുമതിയില്ല. ആഘോഷങ്ങള്ക്കിടയില് നിയമലംഘനങ്ങള് നടക്കുന്നുണ്ടോ എന്ന് നിരീക്ഷിക്കാന് എക്സൈസിന്റെ പ്രത്യേക സ്ക്വാഡുകള് പരിശോധന നടത്തും.
മദ്യപിച്ച് വാഹനമോടിക്കുന്നത് തടയാന് പോലീസും എക്സൈസും കര്ശനമായ പരിശോധനകള് സംസ്ഥാനത്തുടനീളം ഏര്പ്പെടുത്തിയിട്ടുണ്ട്.
മയക്കുമരുന്ന് ഉപയോഗവും നിയമവിരുദ്ധമായ മദ്യവില്പ്പനയും തടയുന്നതിനായി സംസ്ഥാന വ്യാപകമായി എക്സൈസ് കണ്ട്രോള് റൂമുകള് 24 മണിക്കൂറും പ്രവര്ത്തിക്കും. മദ്യപിച്ച് വാഹനമോടിക്കുന്നവരെ കണ്ടെത്താന് പോലീസ് പരിശോധന കര്ശനമാക്കും. പ്രധാന നഗരങ്ങളിലും ടൂറിസ്റ്റ് കേന്ദ്രങ്ങളിലും കൂടുതല് പോലീസിനെ വിന്യസിക്കും.
ഇതര സംസ്ഥാനങ്ങളില് നിന്ന് വ്യാജമദ്യമോ സ്പിരിറ്റോ ഒഴുകുന്നത് തടയാന് അതിര്ത്തി ചെക് പോസ്റ്റുകളില് പരിശോധന ശക്തമാക്കിയിട്ടുണ്ട്.
രാത്രി 12 മണിക്ക് ശേഷം മദ്യവില്പ്പനയോ വിതരണമോ പാടില്ലെന്നും ഉത്തരവില് കൃത്യമായി നിര്ദ്ദേശിച്ചിട്ടുണ്ട്. നിയന്ത്രണങ്ങള് ലംഘിക്കുന്ന ബാറുകള്ക്കെതിരെ കര്ശന നടപടി സ്വീകരിക്കുമെന്നും എക്സൈസ് വകുപ്പ് മുന്നറിയിപ്പ് നല്കി.
Summary: The state government has granted permission for bars to operate until 12 midnight on New Year's Eve (December 31). Normally, bars close at 11:00 PM.This extension has been implemented considering the influx of tourists arriving in the state for New Year celebrations as well as local festivities.
The operating hours of liquor retail outlets (Bevco/Consumerfed) have also been increased. These outlets will remain open until 11:00 PM (normally they close at 9:00 PM).

To prevent drunk driving, the Police and Excise Departments have arranged strict inspections across the state. Excise control rooms will operate 24 hours a day statewide to curb drug abuse and illegal liquor sales.
Police presence will be increased in major cities and tourist centers to identify drunk drivers. Furthermore, inspections at border check posts have been intensified to prevent the inflow of illicit liquor or spirit from other states.
The order explicitly directs that there should be no sale or distribution of liquor after 12 midnight. The Excise Department warned that strict action would be taken against bars that violate these regulations.
