ഡ്രൈവിംഗ് ലൈസന്‍സിന് ഇനി 'ഹസാര്‍ഡ് പെര്‍സെപ്ഷന്‍ ടെസ്റ്റ്' നിര്‍ബന്ധം: പരിഷ്‌കാരവുമായി മോട്ടോര്‍ വാഹന വകുപ്പ്

തിരുവനന്തപുരം: റോഡപകടങ്ങള്‍ കുറയ്ക്കാനും സുരക്ഷിതമായ ഡ്രൈവിങ് സംസ്‌കാരം വളര്‍ത്തിയെടുക്കാനുമായി ഡ്രൈവിംഗ് ലൈസന്‍സ് പരിശോധനാ ഘടനയില്‍ നിര്‍ണായക പരിഷ്‌കാരങ്ങളുമായി ഗതാഗത വകുപ്പ്. 

ലൈസന്‍സ് നേടുന്നതിനായി നിലവിലുള്ള പരീക്ഷകള്‍ക്ക് പുറമെ കമ്പ്യൂട്ടര്‍ അധിഷ്ഠിതമായി നടത്തുന്ന 'ഹസാര്‍ഡ് പെര്‍സെപ്ഷന്‍ ടെസ്റ്റ്' കൂടി ഇനി മുതല്‍ നിര്‍ബന്ധമാക്കും. 2026 ഡിസംബര്‍ 1 മുതലാണ് ഈ പുതിയ തീരുമാനം പ്രാബല്യത്തില്‍ വരുന്നത്. 

അന്താരാഷ്ട്ര തലത്തില്‍ യുകെ, ഓസ്ട്രേലിയ തുടങ്ങിയ രാജ്യങ്ങളില്‍ നിലവിലുള്ളതിന് സമാനമായ ഈ ഡ്രൈവിംഗ് പരിശോധന ഇന്ത്യയില്‍ ആദ്യമായിട്ടാണ് ഒരു സംസ്ഥാനത്ത് നടപ്പിലാക്കുന്നത്.  

ലേണേഴ്സ് പരീക്ഷ വിജയിച്ച് 30 ദിവസം പൂര്‍ത്തിയാകുന്ന മുറയ്ക്കാണ് അപേക്ഷകര്‍ക്ക് ഈ ടെസ്റ്റില്‍ പങ്കെടുക്കാന്‍ അവസരം ലഭിക്കുക.  

വീഡിയോ ഗെയിം മാതൃകയിലുള്ള ടെസ്റ്റ്: ഡ്രൈവര്‍ സീറ്റിലിരുന്ന് വാഹനം ഓടിക്കുന്ന രീതിയിലുള്ള വീഡിയോ ക്ലിപ്പുകളാണ് കമ്പ്യൂട്ടര്‍ സ്‌ക്രീനില്‍ ഉണ്ടാകുക. ഡ്രൈവിംഗിനിടെ അപ്രതീക്ഷിതമായി ഉണ്ടാകാനിടയുള്ള അപകടസാധ്യതകളും തടസ്സങ്ങളും മുന്‍കൂട്ടി കണ്ട് തിരിച്ചറിയാനുള്ള ശേഷിയാണ് ഇതിലൂടെ പരിശോധിക്കുന്നത്.  

ഒരു മിനിറ്റ് വീതം ദൈര്‍ഘ്യമുള്ള 10 വീഡിയോ ക്ലിപ്പുകളാണ് സ്‌ക്രീനില്‍ പ്രദര്‍ശിപ്പിക്കുക. ഓരോ ക്ലിപ്പിലും റോഡിലെ 2 അപകടസാധ്യതകള്‍/തടസ്സങ്ങള്‍ ഉള്‍പ്പെടുത്തിയിരിക്കും.  മാര്‍ക്ക് നിര്‍ണ്ണയം: ആകെ 100 മാര്‍ക്കിലുള്ളതാണ് ടെസ്റ്റ് (ഒരു ക്ലിപ്പിന് 10 മാര്‍ക്ക് വീതം). ക്ലിപ്പില്‍ അപകടസാധ്യത തെളിയുമ്പോള്‍ എത്രയും വേഗത്തില്‍ കമ്പ്യൂട്ടര്‍ മൗസ് ഉപയോഗിച്ച് ക്ലിക്ക് ചെയ്ത് പ്രതികരിക്കുന്നുവോ അത്രയും കൂടുതല്‍ മാര്‍ക്ക് ലഭിക്കും. വൈകുന്നതിനനുസരിച്ച് മാര്‍ക്ക് കുറയും.  

ഹസാര്‍ഡ് പെര്‍സെപ്ഷന്‍ ടെസ്റ്റില്‍ 60 ശതമാനം മാര്‍ക്ക് നേടി വിജയിക്കുന്നവര്‍ക്ക് മാത്രമേ തുടര്‍ന്നുള്ള ഗ്രൗണ്ട്, റോഡ് ടെസ്റ്റുകളില്‍ പങ്കെടുക്കാന്‍ യോഗ്യത ഉണ്ടാകൂ. പുതിയ ടെസ്റ്റിന് മുന്നോടിയായി ഡ്രൈവിംഗ് സ്‌കൂളുകള്‍ ഒക്ടോബര്‍ 1 മുതല്‍ തന്നെ പരീക്ഷാര്‍ത്ഥികള്‍ക്ക് കമ്പ്യൂട്ടര്‍ അടിസ്ഥാനമാക്കിയുള്ള പരിശീലനം നല്‍കാനുള്ള സൗകര്യങ്ങള്‍ ഒരുക്കണമെന്ന് ഗതാഗത കമ്മിഷണര്‍ നിര്‍ദേശം നല്‍കിയിട്ടുണ്ട്.

അശ്രദ്ധമായ ഡ്രൈവിംഗും അപകടസാധ്യതകള്‍ മുന്‍കൂട്ടി തിരിച്ചറിയുന്നതിലെ വീഴ്ചയുമാണ് പലപ്പോഴും വലിയ റോഡപകടങ്ങള്‍ക്ക് കാരണമാകുന്നത്. തൃശൂരില്‍ 8 പേരുടെ മരണത്തിനിടയാക്കിയ ദാരുണമായ അപകടത്തിന്റെ പശ്ചാത്തലത്തില്‍ കൂടിയാണ് മോട്ടോര്‍ വാഹന വകുപ്പ് ഈ സുപ്രധാന തീരുമാനത്തിലേക്ക് എത്തിയത്.

In a bid to reduce road accidents and foster a culture of safe driving, the Transport Department has introduced crucial reforms to the driving license testing system. In addition to the existing tests required to obtain a license, a computer-based 'Hazard Perception Test' will now be mandatory. This new rule will come into effect on December 1, 2026. Similar to driving tests already in place internationally in countries like the UK and Australia, this test is being implemented for the first time in India by a single state. Candidates will get the opportunity to take this test 30 days after passing their Learner's exam.

Video Game Style Test: Video clips simulating a view from the driver's seat will be displayed on the computer screen. The test measures an applicant's ability to anticipate and identify potential hazards and obstacles that might arise unexpectedly while driving.

Ten video clips, each lasting one minute, will be shown on the screen. Each clip will contain two potential road hazards or obstacles.

Scoring: The test carries a total of 100 marks (10 marks per clip). The quicker a candidate responds by clicking the computer mouse when a potential hazard appears in the clip, the higher the score they receive. Marks will decrease as response time delays.

Only those who score at least 60% in the Hazard Perception Test will qualify to participate in the subsequent ground and road tests. Ahead of the new test, the Transport Commissioner has instructed driving schools to arrange facilities to provide computer-based training for candidates starting October 1.

Careless driving and the failure to recognize potential hazards early are often the causes of major road accidents. The Motor Vehicles Department arrived at this important decision following a tragic accident in Thrissur that claimed the lives of eight people.
