ന്യൂഡല്‍ഹി : വോട്ടര്‍പട്ടികയില്‍ ആദ്യമായി പേര് ചേര്‍ക്കുന്നവരും പുതിയതായി എന്റോള്‍ ചെയ്യുന്നവരും ഇനി മുതല്‍ തങ്ങളുടെ മാതാപിതാക്കള്‍ക്ക് മുന്‍പത്തെ 'സ്‌പെഷ്യല്‍ ഇന്റന്‍സീവ് റിവിഷന്‍' (എസ് ഐ ആര്‍) പ്രക്രിയയിലുണ്ടായിരുന്ന സ്റ്റാറ്റസ് വ്യക്തമാക്കണം.

ഇലക്ഷന്‍ കമ്മിഷന്‍ ഈ പ്രഖ്യാപനം ഓണ്‍ലൈന്‍ വോട്ടര്‍ രജിസ്‌ട്രേഷന്‍ ഫോമില്‍ നിര്‍ബന്ധമാക്കിയിട്ടുണ്ട്. ഔദ്യോഗിക ഗസറ്റ് വിജ്ഞാപനം വന്നിട്ടില്ലെങ്കിലും, ഭരണപരമായ നിര്‍ദ്ദേശങ്ങളിലൂടെ ഇത് നിലവില്‍ വന്നുകഴിഞ്ഞു. ഈ വിവരങ്ങള്‍ നല്‍കാതെ ഓണ്‍ലൈന്‍ അപേക്ഷ പൂര്‍ത്തിയാക്കാന്‍ കഴിയില്ല.

അപേക്ഷകര്‍ക്ക് തിരഞ്ഞെടുക്കാന്‍ മൂന്ന് ഓപ്ഷനുകളുണ്ട്:

• മുന്‍പത്തെ എസ് ഐ ആര്‍ പട്ടികയില്‍ സ്വന്തം പേര് ഉണ്ടായിരുന്നു.
• മാതാപിതാക്കളുടെയോ മുത്തശ്ശന്‍/മുത്തശ്ശിയുടെയോ പേര് ഉണ്ടായിരുന്നു.
• തങ്ങളുടെയോ മാതാപിതാക്കളുടെയോ പേര് മുന്‍പത്തെ പട്ടികയില്‍ ഉണ്ടായിരുന്നില്ല.

ആദ്യത്തെ രണ്ട് ഓപ്ഷനുകള്‍ തിരഞ്ഞെടുക്കുന്നവര്‍ അസംബ്ലി മണ്ഡലം, പോളിംഗ് ബൂത്ത് നമ്പര്‍, സീരിയല്‍ നമ്പര്‍ എന്നിവ നല്‍കണം. വോട്ടര്‍മാരെ കൃത്യമായി അടയാളപ്പെടുത്താനും പുതിയ വോട്ടര്‍മാര്‍ സമര്‍പ്പിക്കേണ്ട അനുബന്ധ രേഖകളുടെ എണ്ണം കുറയ്ക്കാനും ഇത് സഹായിക്കുമെന്ന് ഇലക്ഷന്‍ കമ്മിഷന്‍ വ്യക്തമാക്കുന്നു.

കഴിഞ്ഞ വര്‍ഷം ബീഹാറിലാണ് ഈ രീതി ആദ്യമായി പരീക്ഷിച്ചത്. നിലവില്‍ പശ്ചിമ ബംഗാള്‍, കേരളം, തമിഴ്നാട് ഉള്‍പ്പെടെയുള്ള സംസ്ഥാനങ്ങളില്‍ എസ് ഐ ആര്‍ പ്രക്രിയ പൂര്‍ത്തിയായിട്ടുണ്ട്. വ്യാജ വോട്ടര്‍മാരെയും മരിച്ചവരെയും ഒഴിവാക്കാനായി നടത്തുന്ന ഈ വിപുലമായ പ്രക്രിയയിലൂടെ വന്‍തോതില്‍ പേരുകള്‍ വെട്ടിമാറ്റപ്പെടുന്നത് വരുംദിവസങ്ങളില്‍ ചര്‍ച്ചയായേക്കാം.

പ്രധാന മാറ്റങ്ങളും പശ്ചാത്തലവും

വോട്ടര്‍പട്ടികയിലെ സുതാര്യത ഉറപ്പാക്കാന്‍ കേന്ദ്ര തെരഞ്ഞെടുപ്പ് കമ്മിഷന്‍ ഐഡന്റിറ്റി വെരിഫിക്കേഷന്‍ ശക്തമാക്കിയിട്ടുണ്ട്. ആദ്യമായി വോട്ട് ചേര്‍ക്കുന്നവര്‍ (വിശേഷിച്ച് 18-19 പ്രായപരിധിയിലുള്ളവര്‍) മാതാപിതാക്കളുടെ വോട്ടര്‍ ഐഡി വിവരങ്ങളും റിലേഷന്‍ഷിപ്പ് പ്രൂഫുകളും നല്‍കുന്നത് നിര്‍ബന്ധമാക്കിയത് ഈ പശ്ചാത്തലത്തിലാണ്.

എന്തുകൊണ്ട് മാതാപിതാക്കളുടെ വിവരങ്ങള്‍?

വിലാസം സാക്ഷ്യപ്പെടുത്തല്‍: അപേക്ഷകന്‍ താമസിക്കുന്നത് മാതാപിതാക്കളുടെ അതേ വിലാസത്തിലാണെന്ന് ഉറപ്പുവരുത്താന്‍ ഇത് സഹായിക്കുന്നു.

വ്യാജ അപേക്ഷകള്‍ തടയല്‍: ഒരു വ്യക്തി ഒന്നിലധികം സ്ഥലങ്ങളില്‍ വോട്ട് ചേര്‍ക്കുന്നത് തടയാന്‍ കുടുംബാംഗങ്ങളുടെ ഡാറ്റാബേസ് ലിങ്ക് ചെയ്യുന്നതിലൂടെ സാധിക്കും.

ഫാമിലി ടാഗിങ്: ഒരേ കുടുംബത്തിലെ അംഗങ്ങള്‍ക്ക് ഒരേ പോളിങ് സ്റ്റേഷനില്‍ തന്നെ വോട്ട് ലഭിക്കുന്നു എന്ന് ഉറപ്പാക്കാന്‍ പുതിയ സോഫ്റ്റ്വെയര്‍ അപ്‌ഡേറ്റുകളിലൂടെ കമ്മിഷന്‍ ശ്രമിക്കുന്നുണ്ട്.

പേര് ചേര്‍ക്കാന്‍ നിലവില്‍ ആവശ്യമുള്ള പ്രധാന രേഖകള്‍

പുതിയ നിര്‍ദ്ദേശങ്ങള്‍ പ്രകാരം വോട്ടര്‍പട്ടികയില്‍ പേര് ചേര്‍ക്കാന്‍ (ഫോം 6 വഴി) താഴെ പറയുന്ന രേഖകള്‍ നിര്‍ബന്ധമാണ്:

വയസ്സ് തെളിയിക്കുന്ന രേഖ: ജനന സര്‍ട്ടിഫിക്കറ്റ്, എസ്.എസ്.എല്‍.സി ബുക്ക്, അല്ലെങ്കില്‍ ആധാര്‍ കാര്‍ഡ്.

മേല്‍വിലാസം തെളിയിക്കുന്ന രേഖ: റേഷന്‍ കാര്‍ഡ്, ബാങ്ക് പാസ്ബുക്ക്, കറന്റ് ബില്‍, അല്ലെങ്കില്‍ മാതാപിതാക്കളുടെ പേരിലുള്ള വിലാസ രേഖകള്‍.

റിലേഷന്‍ഷിപ്പ് പ്രൂഫ് : മാതാപിതാക്കളുടെ വോട്ടര്‍ ഐഡി നമ്പറും അവരുടെ വോട്ടര്‍പട്ടികയിലെ വിവരങ്ങളും അപേക്ഷയില്‍ കൃത്യമായി രേഖപ്പെടുത്തണം.

അപേക്ഷിക്കേണ്ട വിധം (ഓണ്‍ലൈന്‍)

ഇപ്പോള്‍ വോട്ടര്‍പട്ടികയില്‍ പേര് ചേര്‍ക്കുന്നതിനുള്ള നടപടികള്‍ പൂര്‍ണ്ണമായും ഡിജിറ്റലൈസ് ചെയ്തിട്ടുണ്ട്.

തെരഞ്ഞെടുപ്പ് കമ്മീഷന്റെ ഔദ്യോഗിക പോര്‍ട്ടല്‍ വഴിയോ ഢീലേൃ ഒലഹുഹശില അുു വഴിയോ അപേക്ഷിക്കാം.

ഫോം 6: പുതിയ വോട്ടര്‍മാര്‍ ഫോം 6 ആണ് പൂരിപ്പിക്കേണ്ടത്.

വിവരങ്ങള്‍ നല്‍കല്‍: ഇതില്‍ അപേക്ഷകന്റെ വ്യക്തിഗത വിവരങ്ങള്‍ക്കൊപ്പം മാതാപിതാക്കളുടെ/രക്ഷിതാക്കളുടെ പേരും അവരുടെ വോട്ടര്‍ ഐഡി നമ്പറും നല്‍കാനുള്ള പ്രത്യേക കോളമുണ്ട്. ഇത് കൃത്യമായി പൂരിപ്പിച്ചാല്‍ മാത്രമേ അപേക്ഷ അടുത്ത ഘട്ടത്തിലേക്ക് നീങ്ങൂ.

മാതാപിതാക്കള്‍ ജീവിച്ചിരിപ്പില്ലാത്ത സാഹചര്യത്തില്‍ അടുത്ത ബന്ധുക്കളുടെയോ നിയമപരമായ രക്ഷിതാക്കളുടെയോ വിവരങ്ങള്‍ നല്‍കാന്‍ വ്യവസ്ഥയുണ്ട്.

വോട്ടര്‍ ഐഡിയും ആധാറും തമ്മില്‍ ബന്ധിപ്പിക്കുന്ന പ്രക്രിയയും ഇതിനോടകം സജീവമായതിനാല്‍, മാതാപിതാക്കളുടെ വിവരങ്ങള്‍ കൃത്യമായി നല്‍കുന്നത് വഴി ബൂത്ത് ലെവല്‍ ഓഫീസര്‍മാര്‍ക്ക്  വേരിഫിക്കേഷന്‍ നടപടികള്‍ വേഗത്തില്‍ പൂര്‍ത്തിയാക്കാന്‍ സാധിക്കും.

Individuals registering on the voter list for the first time, as well as those newly enrolling, must henceforth specify the status of their parents in the previous 'Special Intensive Revision' (SIR) process.

The Election Commission has made this declaration mandatory in the online voter registration form. Although an official gazette notification has not yet been issued, it has already come into effect through administrative directives. The online application cannot be completed without providing this information.

Applicants have three options to choose from:

Own name was included in the previous SIR list.

The name of parents or grandparents was included.

Neither their own name nor their parents' name was included in the previous list.

Those who select the first two options must provide the Assembly Constituency, Booth Number, and Serial Number. The Election Commission states that this will help identify voters accurately and reduce the number of supporting documents new voters need to submit.

This method was first trialed in Bihar last year. Currently, the SIR process has been completed in states including West Bengal, Kerala, and Tamil Nadu. The massive removal of names through this extensive process—aimed at eliminating fake voters and deceased individuals—is likely to become a topic of discussion in the coming days.

Key Changes and Background

The Central Election Commission has strengthened identity verification to ensure transparency in the voter list. It is against this backdrop that it has been made mandatory for first-time voters (especially those in the 18–19 age group) to provide their parents' voter ID details and proof of relationship.

1. Why Parents' Information?

Address Verification: This helps ensure that the applicant resides at the same address as their parents.

Preventing Fake Applications: Linking family databases helps prevent an individual from registering to vote in multiple locations.

Family Tagging: Through new software updates, the Commission is attempting to ensure that members of the same family are assigned to the same polling station.

Key Documents Currently Required for Registration

According to the new directives, the following documents are mandatory to register on the voter list (via Form 6):

Proof of Age: Birth Certificate, SSLC Book, or Aadhaar Card.

Proof of Address: Ration Card, Bank Passbook, Electricity Bill, or address documents in the parents' name.

Proof of Relationship: Parents' Voter ID number (EPIC Number) and their details in the voter list must be accurately recorded in the application.

How to Apply (Online)

The procedures for registering on the voter list have now been fully digitalized.

Applications can be submitted through the official portal of the Election Commission or via the Voter Helpline App.

Form 6: New voters must fill out Form 6.

Providing Information: Along with the applicant's personal information, there is a specific column to enter the names of parents/guardians and their voter ID numbers. The application will proceed to the next stage only if this is filled out accurately.

In cases where the parents are deceased, provisions exist to provide the details of close relatives or legal guardians.

Since the process of linking Voter IDs with Aadhaar is already active, providing accurate parental information will enable Booth Level Officers (BLOs) to complete verification procedures quickly. This new verification method helps citizens avoid unnecessary visits to offices.
