Rajya Sabha Election: Congress Candidate's Nomination Rejected in Madhya Pradesh; Opposition Alleges BJP Conducting "Seat Theft", Case Headed to SC

ന്യൂഡല്ഹി : രാജ്യസഭാ തിരഞ്ഞെടുപ്പില് മദ്ധ്യപ്രദേശില് നിന്നു മത്സരിക്കാനിരുന്ന കോണ്ഗ്രസ് സ്ഥാനാര്ത്ഥി മീനാക്ഷി നടരാജന്റെ നാമനിര്ദ്ദേശ പത്രിക തിരഞ്ഞെടുപ്പ് കമ്മിഷന് തള്ളി. തിരഞ്ഞെടുപ്പ് അട്ടിമറിക്കുന്ന ഈ നടപടിക്കെതിരേ സുപ്രീം കോടതിയെ സമീപിക്കാന് ഒരുങ്ങുകയാണ് കോണ്ഗ്രസ് പാര്ട്ടി.
തിരഞ്ഞെടുപ്പിനു മുന്നോടിയായി മധ്യപ്രദേശിലെ തങ്ങളുടെ എം.എല്.എമാര് ബി.ജെ.പി പാളയത്തില് പോകാതെ സംരക്ഷിക്കുന്ന തിരക്കിലായിരുന്ന കോണ്ഗ്രസിന്, ഒടുവില് മത്സരരംഗത്തുനിന്ന് തന്നെ പുറത്തായിരിക്കുകയാണ്.
സത്യവാങ്മൂലത്തില് തനിക്കെതിരെയുള്ള ഒരു കേസിന്റെ വിവരങ്ങള് മീനാക്ഷി വെളിപ്പെടുത്തിയില്ലെന്ന ബിജെപി സ്ഥാനാര്ത്ഥിയുടെ പരാതിയെത്തുടര്ന്ന് മീനാക്ഷി നടരാജന്റെ നാമനിര്ദ്ദേശ പത്രിക തിരഞ്ഞെടുപ്പ് കമ്മിഷന് തള്ളുകയായിരുന്നു.
ചാക്കിട്ടു പിടിത്തം ഒഴിവാക്കാനായി ബെംഗളൂരുവിലേക്ക് കൊണ്ടുപോകുന്ന വിമാനത്തില് കാത്തിരിക്കുകയായിരുന്ന എം.എല്.എമാരെ പത്രിക തള്ളിയ വിവരം അറിഞ്ഞയുടന് തിരികെ വിളിക്കുകയായിരുന്നു. റണ്വേയില് എത്തിക്കഴിഞ്ഞ ശേഷമാണ് വിമാനം മടക്കിവിളിച്ചതെന്ന് ഔദ്യോഗിക വൃത്തങ്ങള് പറയുന്നു.
റിട്ടേണിംഗ് ഓഫീസറുടെ നടപടിക്കെതിരെ പ്രതിഷേധിക്കാന് മുതിര്ന്ന കോണ്ഗ്രസ് നേതാവ് കെ.സി. വേണുഗോപാലിന്റെ നേതൃത്വത്തില് ഒരു സംഘം തിരഞ്ഞെടുപ്പ് കമ്മിഷന് ഓഫീസില് എത്തിയെങ്കിലും ഫലമുണ്ടായില്ല. വൈകുന്നേരം 6 മണിക്ക് ശേഷം കമ്മിഷനിലെ ഭൂരിഭാഗം ഉദ്യോഗസ്ഥരും മടങ്ങിയിരുന്നു. ചീഫ് ഇലക്ഷന് കമ്മിഷണര് ജ്ഞാനേഷ് കുമാര് ഓഫീസിലുണ്ടായിരുന്നെങ്കിലും കോണ്ഗ്രസ് നേതാക്കള് മുന്കൂട്ടി അനുമതി വാങ്ങിയിരുന്നില്ലെന്നാണ് വിവരം. എന്നാല് വൈകിട്ട് 7:30-ന് കൂടിക്കാഴ്ചയ്ക്ക് അനുമതി തേടിയിരുന്നതായി കോണ്ഗ്രസ് അവകാശപ്പെട്ടു.
എങ്കിലും കോണ്ഗ്രസിന്റെ നിവേദനം സ്വീകരിച്ച കമ്മിഷന്, റിട്ടേണിംഗ് ഓഫീസറോട് റിപ്പോര്ട്ട് തേടുമെന്ന് അറിയിച്ചിട്ടുണ്ട്. അടുത്ത ദിവസം ഉച്ചയ്ക്ക് നേതാക്കള്ക്ക് ഉദ്യോഗസ്ഥരുമായി കൂടിക്കാഴ്ച നടത്താം.
ഇതിനിടെ, തിരഞ്ഞെടുപ്പ് അട്ടിമറിക്കാനുള്ള ബി.ജെ.പിയുടെ ശ്രമമാണിതെന്ന് വൈകുന്നേരം നടത്തിയ വാര്ത്താ സമ്മേളനത്തില് മീനാക്ഷി നടരാജന് ആരോപിച്ചു.
'ആവശ്യത്തിന് ഭൂരിപക്ഷമില്ലാതിരുന്നിട്ടും ഭരണകക്ഷിയായ ബി.ജെ.പി മൂന്നാമതൊരു സ്ഥാനാര്ത്ഥിയെ നിര്ത്തിയതോടെയാണ് പ്രശ്നങ്ങള് തുടങ്ങുന്നത്. ഭരണഘടനയെയും ജനാധിപത്യത്തെയും ചവിട്ടിമെതിക്കുന്ന രാഷ്ട്രീയമാണ് അവര് കളിക്കുന്നതെന്ന് ഇതിലൂടെ വ്യക്തമായി,' അവര് പറഞ്ഞു.
സൂക്ഷ്മപരിശോധനയ്ക്കിടയിലാണ് മീനാക്ഷിയുടെ പത്രിക തള്ളിയത്. നാമനിര്ദ്ദേശ പത്രിക സമര്പ്പിക്കാനുള്ള അവസാന തീയതി ജൂണ് 8 ആയിരുന്നതിനാല് കോണ്ഗ്രസിന് ഇനി മറ്റൊരു സ്ഥാനാര്ത്ഥിയെ നിര്ത്താനും കഴിയില്ല. മഹേഷ് കേവത് ആണ് ബി.ജെ.പിയുടെ മൂന്നാമത്തെ സ്ഥാനാര്ത്ഥി. മോഹന് യാദവ് സര്ക്കാരിലെ മന്ത്രിയും മുതിര്ന്ന ബി.ജെ.പി നേതാവുമായ കൈലാഷ് വിജയവര്ഗിയ ആണ് പരാതി നല്കിയത്. തെലങ്കാന കോടതിയുടെ പരിഗണനയിലുള്ള ഒരു കേസിന്റെ വിവരങ്ങള് ജയന്തി സത്യവാങ്മൂലത്തില് മറച്ചുവച്ചു എന്നതായിരുന്നു പരാതി.
മധ്യപ്രദേശ് പ്രതിപക്ഷ നേതാവ് ഉമാംഗ് സിംഗാറും വാര്ത്താ സമ്മേളനത്തില് പങ്കെടുത്തു. മുന്പ് മധ്യപ്രദേശില് ചെയ്തതുപോലെ രാജ്യസഭാ തിരഞ്ഞെടുപ്പും അട്ടിമറിക്കാനാണ് അവര് ശ്രമിക്കുന്നതെന്ന് അദ്ദേഹം ആരോപിച്ചു. 'സത്യവാങ്മൂലത്തില് വിവരങ്ങള് മറച്ചുവെച്ചു എന്ന ആരോപണം തികച്ചും വ്യാജമാണ്, കോണ്ഗ്രസിന്റെ സീറ്റ് തട്ടിയെടുക്കാനുള്ള ബി.ജെ.പിയുടെ അടവാണിത്. കോണ്ഗ്രസ് എം.എല്.എമാരെ സ്വാധീനിക്കാനുള്ള തങ്ങളുടെ കള്ളക്കളികള് പരാജയപ്പെടുമെന്ന് മനസ്സിലായപ്പോഴാണ് അവര് ഈ നിലവാരമില്ലാത്ത നടപടിക്ക് മുതിര്ന്നത്,' എന്ന് കെ.സി. വേണുഗോപാല് സോഷ്യല് മീഡിയയില് കുറിച്ചു.
രാഷ്ട്രീയ മര്യാദകളുടെ എല്ലാ അതിരുകളും ലംഘിച്ചാണ് ബി.ജെ.പി കോണ്ഗ്രസ് സീറ്റ് തട്ടിയെടുക്കാന് ശ്രമിക്കുന്നതെന്ന് മുന് മുഖ്യമന്ത്രി കമല്നാഥ് ആരോപിച്ചു. കോണ്ഗ്രസ് എം.എല്.എമാരുമായി പോകേണ്ടിയിരുന്ന വിമാനത്തിന് ഒട്ടേറെ സമയം ബോധപൂര്വ്വം യാത്രാനുമതി നിഷേധിച്ചതായും അദ്ദേഹം പറഞ്ഞു.
എന്നാല്, മീനാക്ഷി നടരാജനെതിരെ കേസുകളൊന്നും നിലവിലില്ലെന്നും അവരെ ഉപദ്രവിക്കാന് വേണ്ടിയാണ് ബി.ജെ.പി ഇത്തരം ആരോപണങ്ങള് ഉന്നയിക്കുന്നതെന്നും മധ്യപ്രദേശിന്റെ ചുമതലയുള്ള കോണ്ഗ്രസ് നേതാവ് ഹരീഷ് ചൗധരി വ്യക്തമാക്കി. കോടതിയില് നിന്ന് ഒരു കാരണം കാണിക്കല് നോട്ടീസ് മാത്രമാണ് ലഭിച്ചതെന്നും, പോലീസ് കേസ് രജിസ്റ്റര് ചെയ്താല് മാത്രമേ അത് സത്യവാങ്മൂലത്തില് കാണിക്കേണ്ടതുള്ളൂ എന്നും അദ്ദേഹം കൂട്ടിച്ചേര്ത്തു.
വോട്ട് നില:
230 അംഗ മധ്യപ്രദേശ് നിയമസഭയില് ഒരു രാജ്യസഭാ സ്ഥാനാര്ത്ഥിക്ക് ജയിക്കാന് 58 വോട്ടുകള് വേണം. 165 എം.എല്.എമാരുള്ള ബി.ജെ.പിക്ക് തങ്ങളുടെ രണ്ട് സ്ഥാനാര്ത്ഥികളായ തരുണ് ചുഗിനെയും രജനീഷ് അഗര്വാളിനെയും 116 വോട്ടുകള് ഉപയോഗിച്ച് സുഖമായി വിജയിപ്പിക്കാം. അതിനുശേഷവും ബി.ജെ.പിക്ക് 47 മുതല് 49 വരെ അധിക വോട്ടുകള് ബാക്കിയുണ്ടാകും.
കോണ്ഗ്രസിന് 65 എം.എല്.എമാരുണ്ട്, ഇത് മീനാക്ഷി നടരാജനെ ജയിപ്പിക്കാന് മതിയായിരുന്നു. എന്നാല് ബിന എം.എല്.എ നിര്മല സപ്രെയുടെ അയോഗ്യതാ നടപടികളും ചില നിയമസഭാംഗങ്ങളുടെ വോട്ടിംഗ് നിലയും കോണ്ഗ്രസിന്റെ ആത്മവിശ്വാസം കുറച്ചു. അതുകൊണ്ടാണ് റിസ്ക് എടുക്കാതെ തങ്ങളുടെ എം.എല്.എമാരെ കോണ്ഗ്രസ് ഭരിക്കുന്ന കര്ണാടകത്തിലേക്ക് മാറ്റാന് പാര്ട്ടി തീരുമാനിച്ചത്.
2009 മുതല് 2014 വരെ മധ്യപ്രദേശിലെ മന്ദ്സൗര് മണ്ഡലത്തെ പ്രതിനിധാനം ചെയ്തിരുന്ന മുന് ലോക്സഭാ എം.പി.യാണ് മീനാക്ഷി നടരാജന്. ലളിതമായ ജീവിതശൈലി നയിക്കുന്ന അവര്, 2004-ല് രാഹുല് ഗാന്ധി രാഷ്ട്രീയത്തില് പ്രവേശിച്ചത് മുതല് അദ്ദേഹത്തിന്റെ അടുത്ത അനുയായിയായാണ് അറിയപ്പെടുന്നത്.2007-ല് രാഹുല് ഗാന്ധി എ.ഐ.സി.സി ജനറല് സെക്രട്ടറിയായപ്പോള് എന്.എസ്.യു.ഐ, യൂത്ത് കോണ്ഗ്രസ് എന്നിവയെ ശക്തിപ്പെടുത്താന് തിരഞ്ഞെടുത്ത പ്രധാന നേതാക്കളില് ഒരാളായിരുന്നു മീനാക്ഷി. 2008-ല് രാഹുല് ഗാന്ധി അവരെ എ.ഐ.സി.സി സെക്രട്ടറിയായി നിയമിച്ചു. 2009-ലെ ലോക്സഭാ തിരഞ്ഞെടുപ്പില് ബി.ജെ.പി ആറ് തവണ തുടര്ച്ചയായി വിജയിച്ച സീറ്റ് തിരിച്ചുപിടിച്ചുകൊണ്ട് അവര് ഏവരെയും അമ്പരപ്പിച്ചു.
എന്നാല് 2014-ലും 2019-ലും ബി.ജെ.പിയുടെ സുധീര് ഗുപ്തയോട് അവര് പരാജയപ്പെട്ടു. തുടര്ന്ന് 2025 ഫെബ്രുവരിയില് തെലങ്കാനയുടെ ചുമതലയുള്ള എ.ഐ.സി.സി ഇന്-ചാര്ജ് ആയി നിയമിക്കപ്പെട്ടതോടെയാണ് അവര് വീണ്ടും രാഷ്ട്രീയ ശ്രദ്ധാകേന്ദ്രമായത്.

Meenakshi Natarajan's nomination papers were rejected by the Election Commission following a complaint by the BJP candidate, alleging that she had failed to disclose details of a case against her in her affidavit.
MLAs who were waiting inside a flight to be taken to Bengaluru to prevent poaching were immediately called back upon learning that the nomination had been rejected. Official sources stated that the aircraft was recalled even after it had reached the runway.
A delegation led by senior Congress leader K.C. Venugopal reached the Election Commission office to protest the Returning Officer's action, but to no avail. Most of the Commission's officials had left after 6:00 PM. Although Chief Election Commissioner Gyanesh Kumar was present in the office, sources stated that the Congress leaders had not sought a prior appointment. However, the Congress claimed that they had requested an appointment for 7:30 PM.
Nevertheless, the Commission accepted the Congress's memorandum and announced that it would seek a report from the Returning Officer. The leaders can meet with the officials at noon the following day.
Meanwhile, speaking at a press conference later in the evening, Meenakshi Natarajan alleged that this was a deliberate attempt by the BJP to rig the election.
"It all began when the ruling BJP fielded a third candidate despite lacking the required majority. It became clear through this that they are playing a brand of politics aimed at trampling upon the Constitution and democracy," she said.
Meenakshi's nomination was rejected during the scrutiny process. Since June 8 was the final date for filing nominations, the Congress cannot field another candidate now. Mahesh Kewat is the BJP's third candidate. The complaint was filed by Kailash Vijayvargiya, a senior BJP leader and Minister in the Mohan Yadav government. The complaint contended that information regarding a case pending before a Telangana court was hidden in the affidavit.
Madhya Pradesh Leader of the Opposition Umang Singhar also attended the press conference. He alleged that they were attempting to subvert the Rajya Sabha election just as they had previously done in Madhya Pradesh.
"The allegation of hiding information in the affidavit is completely false; this is a BJP tactic to snatch the Congress's seat. They resorted to this low-level tactic when they realized that their dirty tricks to influence Congress MLAs would fail," K.C. Venugopal wrote on social media.
Former Chief Minister Kamal Nath alleged that the BJP is attempting to steal the Congress seat by crossing all boundaries of political decency. He added that the flight carrying the Congress MLAs was intentionally denied permission to take off for a long time.
However, Harish Chaudhary, the Congress leader in charge of Madhya Pradesh, clarified that no cases currently exist against Meenakshi Natarajan and that the BJP is raising such allegations merely to harass her. He added that she had only received a show-cause notice from the court, and it needs to be declared in the affidavit only if a police case has been registered.
Vote Status:
In the 230-member Madhya Pradesh Legislative Assembly, a Rajya Sabha candidate requires 58 votes to win. The BJP, with 165 MLAs, can comfortably elect its two candidates—Tarun Chugh and Rajneesh Agarwal—using 116 votes. Even after that, the BJP will have 47 to 49 surplus votes remaining.
The Congress has 65 MLAs, which was sufficient to ensure a victory for Meenakshi Natarajan. However, the disqualification proceedings against Bina MLA Nirmala Sapre and the voting status of certain legislators had reduced the Congress's confidence. This is why the party decided to move its MLAs to Congress-ruled Karnataka without taking any risks.
Meenakshi Natarajan is a former Lok Sabha MP who represented the Mandsaur constituency in Madhya Pradesh from 2009 to 2014. Known for her low-profile lifestyle, she has been considered a close associate of Rahul Gandhi since he formally entered politics in 2004.
When Rahul Gandhi became the AICC General Secretary in 2007, Meenakshi was one of the key leaders he chose to strengthen the NSUI and the Youth Congress. In 2008, Rahul Gandhi appointed her as an AICC Secretary. In the 2009 Lok Sabha elections, she stunned everyone by winning a seat that the BJP had won consecutively for six terms.
However, she lost to BJP's Sudhir Gupta in both 2014 and 2019. She returned to the political spotlight in February 2025 after being appointed as the AICC In-Charge of Telangana.
