Free Travel for Women in KSRTC Ordinary Buses from June 15
തിരുവനന്തപുരം: കേരളത്തിലെ കെ എസ് ആർ ടി സി ഓർഡിനറി ബസുകളിൽ ജൂൺ 15 മുതൽ സ്ത്രീകൾക്ക് സൗജന്യ യാത്ര അനുവദിക്കാൻ സംസ്ഥാന സർക്കാർ തീരുമാനിച്ചു.
പ്രിയദർശിനി' എന്നാണ് പദ്ധതിക്ക് പേരിട്ടിരിക്കുന്നത്. (യു ഡി എഫ് തെരഞ്ഞെടുപ്പ് വേളയിൽ പ്രഖ്യാപിച്ച 'ഇന്ദിരാ ഗാരന്റി' പദ്ധതികളിൽ ഒന്നാണിത്).
പ്രായഭേദമന്യേ എല്ലാ സ്ത്രീകൾക്കും ഈ ആനുകൂല്യം ലഭിക്കും. കൂടാതെ ട്രാൻസ്ജെൻഡർ വിഭാഗത്തിൽപ്പെട്ടവർക്കും സൗജന്യ യാത്രാ സൗകര്യം ഉണ്ടായിരിക്കും. ജാതിയോ വരുമാന പരിധിയോ ഇതിന് ബാധകമല്ല.
നിലവിൽ ഓർഡിനറി ബസുകളിൽ മാത്രമായിരിക്കും സൗജന്യ യാത്ര അനുവദിക്കുക.
ഫാസ്റ്റ് പാസഞ്ചർ, സൂപ്പർ ഫാസ്റ്റ്, പ്രീമിയം ബസുകൾ എന്നിവയെ ഇപ്പോൾ പദ്ധതിയിൽ ഉൾപ്പെടുത്തിയിട്ടില്ല.
ആദ്യത്തെ 100 ദിവസം പദ്ധതി പരീക്ഷണാടിസ്ഥാനത്തിൽ നടപ്പിലാക്കും. ഈ സമയത്ത് യാത്രക്കാരുടെ എണ്ണം, കെ.എസ്.ആർ.ടി.സിക്ക് ഉണ്ടാകുന്ന വരുമാന നഷ്ടം, മറ്റ് പ്രായോഗിക ബുദ്ധിമുട്ടുകൾ എന്നിവ സർക്കാർ വിലയിരുത്തും.
ഇതിനുശേഷമായിരിക്കും ഫാസ്റ്റ് പാസഞ്ചർ ഉൾപ്പെടെയുള്ള മറ്റ് ദീർഘദൂര ബസുകളിലേക്ക് പദ്ധതി വ്യാപിപ്പിക്കുന്നതിനെക്കുറിച്ച് ആലോചിക്കുക.
ദുരുപയോഗം തടയുന്നതിനായി ആധാർ അധിഷ്ഠിത സ്മാർട്ട് കാർഡുകൾ നൽകുന്ന കാര്യവും പരിഗണനയിലുണ്ട്.
ഓർഡിനറി ബസുകളിൽ മാത്രം പദ്ധതി നടപ്പിലാക്കുമ്പോൾ സർക്കാരിന് പ്രതിവർഷം 712 കോടി രൂപയോളം അധിക ബാധ്യത വരുമെന്നാണ് കണക്കാക്കുന്നത്. (എല്ലാത്തരം ബസുകളിലേക്കും വ്യാപിപ്പിച്ചാൽ ഇത് 1,300 കോടി രൂപയോളമാകും).
ഈ സാമ്പത്തിക ബാധ്യത കെ.എസ്.ആർ.ടി.സി നേരിട്ട് വഹിക്കേണ്ടതില്ലെന്നും, സർക്കാർ പ്രത്യേക സബ്സിഡിയായി ഈ തുക കോർപ്പറേഷന് നൽകുമെന്നും മുഖ്യമന്ത്രി വി.ഡി. സതീശനും ഗതാഗത മന്ത്രി സി.പി. ജോണും വ്യക്തമാക്കിയിട്ടുണ്ട്. ശമ്പളത്തിനും പെൻഷനും നൽകുന്ന തുകയ്ക്ക് പുറമെയായിരിക്കും ഈ പ്രത്യേക സാമ്പത്തിക സഹായം.
മലബാർ മേഖലയിലെ ക്രമീകരണം:
തെക്കൻ ജില്ലകളെ അപേക്ഷിച്ച് മലബാർ മേഖലയിൽ KSRTC ഓർഡിനറി ബസുകൾ കുറവായതിനാൽ അവിടുത്തെ സ്ത്രീകൾക്ക് ഇതിന്റെ പ്രയോജനം കുറയാൻ സാധ്യതയുണ്ട്. ഇത് പരിഹരിക്കാനായി ഓർഡിനറി സർവീസുകൾ കുറവുള്ള റൂട്ടുകളിൽ പുതിയ സർവീസുകൾ ആരംഭിക്കാനും സർക്കാർ ആലോചിക്കുന്നുണ്ട്.
Summary: The state government has decided to allow free travel for women in KSRTC ordinary buses in Kerala starting from June 15.
The project has been named 'Priyadarshini' (This is one of the 'Indira Guarantee' schemes announced by the UDF during the election campaign).
Key Highlights of the Scheme:
Eligibility: All women, regardless of age, will receive this benefit. Additionally, free travel facilities will be available to members of the transgender community. No caste or income limits apply to this scheme.
Applicable Buses: Currently, free travel will be permitted only in ordinary buses. Fast Passenger, Super Fast, and premium buses are not included in the scheme at this stage.
Trial Period: The project will be implemented on a trial basis for the first 100 days. During this period, the government will assess passenger numbers, revenue losses incurred by KSRTC, and other practical difficulties. Following this, extending the project to other long-distance buses, including Fast Passengers, will be considered. The introduction of smart cards to prevent misuse is also under consideration.
Financial Liability & Government Support:
Implementing the scheme only in ordinary buses is estimated to bring an additional liability of around ₹712 crore annually to the government. (If extended to all types of buses, this would rise to around ₹1,300 crore).
Chief Minister V.D. Satheesan and Transport Minister C.P. John have clarified that KSRTC will not have to bear this financial burden directly; the government will provide this amount to the corporation as a special subsidy. This special financial assistance will be over and above the funds allocated for salaries and pensions.
Arrangements for the Malabar Region:
Since KSRTC ordinary buses are relatively fewer in the Malabar region compared to the southern districts, women there are likely to benefit less from the scheme. To resolve this, the government is also considering launching new services on routes where ordinary services are currently limited.
