Chinese Provocation Intensifies in Arunachal; 'Salami Slicing' Strategy and Siang Project Pose Major Challenges
News in English: Reports indicate increased Chinese military activity in the Taksing and Asaphila regions of Arunachal Pradesh. Military experts point out that even after the Galwan conflict in Ladakh, Beijing has not been ready to ease border tensions, and is employing a 'Salami Slicing' strategy—gradually seizing small patches of land step by step.
Increased Patrols: Under the directives of the Chinese Central Military Commission (CMC), patrolling in Arunachal has been intensified. Newly constructed roads connecting Lhunze County to the Tsari region enable the People's Liberation Army (PLA) to swiftly deploy troops to remote areas.
Diplomatic Pressure: Even while high-level discussions take place at bilateral summits, China’s attempt is to keep the border dispute active to put pressure on India. With discussions regarding the Dalai Lama’s successor progressing, Chinese focus on the strategically vital Tawang region has heightened.
Siang Hydroelectric Project and Local Opposition
Apart from the border crisis, the proposed 11,200 MW Siang Upper Multipurpose Project (SUMP) in Arunachal has also sparked major controversy. India planned this project as a counter-measure to the massive dam being constructed by China on the Yarlung Tsangpo river in Tibet.
However, the Adi and Galo tribal communities are staging strong protests against it. They fear that 27 villages will be submerged and around 1.5 lakh (150,000) people will be displaced. Intelligence agencies harbor concerns over whether there is Chinese involvement behind these protests.
In an open letter to the Adi community, Arunachal Pradesh Chief Minister Pema Khandu clarified that no construction decision will be taken without the consent of the people and that only preliminary studies are currently underway.
