Kerala Power Crisis: Continuous Blackouts as KSEB Wastes Solar Energy, Leaving Consumers in the Dark

തിരുവനന്തപുരം : സംസ്ഥാനത്ത് ഉയര്ന്ന വൈദ്യുതി ആവശ്യകതയും ലഭ്യതക്കുറവും മൂലം വൈദ്യുതി നിയന്ത്രണം തുടരുകയാണ്. വൈകുന്നേരം 6:00 മുതല് രാത്രി 12:30 വരെയുള്ള പീക്ക് സമയങ്ങളിലാണ് ഭാഗിക നിയന്ത്രണം ഏര്പ്പെടുത്തുന്നത്.
നിലവിലെ വൈദ്യുതി പ്രതിസന്ധി സെപ്റ്റംബര് 30 വരെ തുടരാന് സാധ്യതയുണ്ടെന്നും ഒക്ടോബറോടെ പരിഹരിക്കപ്പെടാന് സാധ്യതയുണ്ടെന്നും കെ.എസ്.ഇ.ബി അറിയിച്ചു. കടുത്ത ചൂട് കാരണം സംസ്ഥാനത്ത് വൈദ്യുതി ഉപയോഗത്തിലുണ്ടായ വന് വര്ധനയാണ് ഇപ്പോഴത്തെ പ്രതിസന്ധിക്കു കാരണമായി പറയുന്നത്. മഴക്കുറവ് മൂലം ഉത്തരേന്ത്യന് സംസ്ഥാനങ്ങളിലെ കല്ക്കരി ക്ഷാമവും തുടര്ന്നുണ്ടായ കേന്ദ്രവിഹിതത്തിലെ കുറവും പ്രതിസന്ധിക്ക് ആക്കം കൂട്ടി. പവര് എക്സ്ചേഞ്ചുകളില് നിന്നുള്ള വൈദ്യുതി ലഭ്യതക്കുറവും ഉയര്ന്ന വിലയും മറ്റൊരു കാരണമാണ്.
വൈകുന്നേരം 6 മുതല് രാത്രി 11 വരെയുള്ള സമയങ്ങളില് ഇലക്ട്രിക് വാഹനങ്ങളുടെ ചാര്ജിംഗ്, പമ്പ് സെറ്റുകളുടെ ഉപയോഗം, മറ്റ് ഉയര്ന്ന ശേഷിയുള്ള ഉപകരണങ്ങളുടെ ഉപയോഗം എന്നിവ പരമാവധി ഒഴിവാക്കി സഹകരിക്കാന് നിര്ദ്ദേശമുണ്ട്. വൈദ്യുതി തടസ്സം മുന്കൂട്ടി അറിയാന് പ്രത്യേക സോഫ്റ്റ്വെയര് ക്രമീകരണങ്ങള് കെ എസ് ഇ ബി ഒരുക്കുന്നുണ്ട്.
സംസ്ഥാനത്ത് മേല്ക്കൂര സോളാര് പദ്ധതി വഴി ഉത്പാദിപ്പിക്കുന്ന വൈദ്യുതി പാഴിക്കളഞ്ഞുകൊണ്ടാണ് വൈദ്യുതി വകുപ്പ് ഈ പ്രതിസന്ധി വലിച്ചു തലയില് വച്ചിരിക്കുന്നത്. ഇക്കാര്യത്തിലെ സര്ക്കാര് നിലപാടുകള് ഉപഭോക്താക്കള്ക്കും സോളാര് മേഖലയ്ക്കും വന് തിരിച്ചടിയാകുന്നു എന്ന പരാതി വ്യാപകമാണ്. സോളാര് ഉപഭോക്താക്കളോടും പ്രൊസ്യൂമര്മാരോടും കെ എസ് ഇ ബി പുലര്ത്തുന്നത് നിഷേധാത്മക നിലപാടാണ്.
നെറ്റ് മീറ്റര് ക്ഷാമവും നീണ്ട കാത്തിരിപ്പും
സോളാര് പാനലുകള് സ്ഥാപിച്ച് കഴിഞ്ഞാലും കെ എസ് ഇ ബി നല്കേണ്ട നെറ്റ് മീറ്ററുകള് മാസങ്ങളോളം വൈകുന്നതാണ് നിലവിലെ പ്രധാന പ്രശ്നം. ലക്ഷങ്ങള് ചെലവഴിച്ച് പാനലുകള് വച്ചവര്ക്ക് മീറ്റര് ലഭിക്കാത്തതിനാല് പ്ലാന്റുകള് പ്രവര്ത്തിപ്പിക്കാന് സാധിക്കുന്നില്ല. കെ എസ് ഇ ബി മീറ്ററുകള് നല്കുന്നില്ലെന്ന് തടസ്സം പറഞ്ഞ്, വന്തുക നല്കി സ്വകാര്യ ഏജന്സികളില് നിന്ന് ഉപഭോക്താക്കള് തന്നെ മീറ്റര് വാങ്ങേണ്ടി വരുന്ന സാഹചര്യം ഉടലെടുത്തിട്ടുണ്ട്.
സെക്യൂരിറ്റി ഡിപ്പോസിറ്റിന്റെ പേരില് അമിത തുക
സോളാര് ഉപഭോക്താക്കളുടെ വാര്ഷിക ആകെ ഉപയോഗം അടിസ്ഥാനമാക്കി വന് തുക കരുതല് നിക്ഷേപമായി അടയ്ക്കാന് കെ എസ് ഇ ബി ബില് നല്കിയത് വിവാദമായിരുന്നു. ഗ്രിഡിലേക്ക് നല്കുന്ന വൈദ്യുതി കുറച്ചുള്ള യഥാര്ത്ഥ നെറ്റ് ഉപഭോഗം മാത്രം കണക്കാക്കി മാത്രമേ കരുതല് നിക്ഷേപം ഈടാക്കാവൂ എന്ന് ബോര്ഡിന് റെഗുലേറ്ററി കമ്മിഷന് താക്കീത് നല്കി. ഇതേത്തുടര്ന്ന് അമിതമായി ഈടാക്കിയ തുക അടുത്ത ബില്ലുകളില് അഡ്ജസ്റ്റ് ചെയ്യാനോ തിരികെ നല്കാനോ കെ എസ് ഇ ബി നിര്ബന്ധിതരായി.
ബാങ്കിംഗ് യൂണിറ്റുകളും വിലയും
പകല് സമയത്ത് സോളാര് വഴി കെ എസ് ഇ ബി ഗ്രിഡിലേക്ക് നല്കുന്ന അധിക വൈദ്യുതിക്ക് ഉപഭോക്താക്കള്ക്ക് ലഭിക്കേണ്ട പ്രതിഫലം വൈകുന്നത് വലിയ പ്രതിഷേധത്തിന് ഇടയാക്കുന്നു. സാമ്പത്തിക വര്ഷാവസാനം (മാര്ച്ച് 31) ബാക്കി വരുന്ന അധിക യൂണിറ്റുകള്ക്ക് റെഗുലേറ്ററി കമ്മിഷന് നിശ്ചയിക്കുന്ന എ പി പി സി (ആവറഫേജ് പൂള്ഡ് പവര് പര്ച്ചേസ് കോസ്റ്റ്) യൂണിറ്റിന് ഏകദേശം 3.15 രൂപാ നിരക്കിലാണ് കെ എസ് ഇ ബി പണം നല്കേണ്ടത്. എന്നാല് പുറത്തുനിന്ന് ഉയര്ന്ന നിരക്കില് വൈദ്യുതി വാങ്ങുമ്പോള് പോലും, സ്വന്തം ഉപഭോക്താക്കള് ഉല്പ്പാദിപ്പിക്കുന്ന വൈദ്യുതിക്ക് തുച്ഛമായ തുക മാത്രം നല്കുന്നതും തുക നല്കുന്നത് അനിശ്ചിതമായി വൈകിപ്പിക്കുന്നതും തുടരുകയാണ്.
ബോര്ഡിന്റെ സാമ്പത്തിക ബാധ്യതയും സ്മാര്ട്ട് മീറ്ററിംഗും
പുരപ്പുറ സോളാര് പദ്ധതികള് വ്യാപകമായതോടെ പകല് സമയത്ത് കെ എസ് ഇ ബിക്ക് വൈദ്യുതി ലഭിക്കുന്നുണ്ടെങ്കിലും രാത്രിയിലെ ഉയര്ന്ന ആവശ്യകത പരിഹരിക്കാന് ഇതിലൂടെ സാധിക്കുന്നില്ല. കെ എസ് ഇ ബി വാദിക്കുന്നത് ഗ്രിഡിലേക്ക് വരുന്ന അധിക വൈദ്യുതി കൈകാര്യം ചെയ്യുന്നതും സ്റ്റോറേജ് നടത്തുന്നതും വന് സാമ്പത്തിക ബാധ്യത വരുത്തുന്നു എന്നാണ്. ഇതിന് പുറമെ ടോഡി (ടൈം ഒഫ് ഡേ) ബില്ലിംഗ്, പുതിയ നിയന്ത്രണങ്ങള് എന്നിവ വഴി സോളാര് വഴി ലഭിക്കുന്ന സാമ്പത്തിക ലാഭം കുറയ്ക്കാന് കെ എസ് ഇ ബിനീക്കങ്ങള് നടത്തുന്നു എന്ന ആരോപണവും പ്രൊസ്യൂമര് സംഘടനകള് ഉന്നയിക്കുന്നുണ്ട്.

Kerala is facing ongoing power restrictions due to a sharp surge in electricity demand and a critical shortage in supply. Partial load shedding is currently being enforced during peak hours, from 6:00 PM to 12:30 AM.

Negative Attitude Towards Prosumers
Net Meter Shortages and Delays: Despite spending lakhs of rupees installing solar panels, consumers face months-long delays in receiving net meters from KSEB, leaving systems non-operational. Many are forced to purchase expensive meters from private vendors due to KSEB's stock supply issues.
Exorbitant Security Deposits: KSEB drew controversy by issuing bills demanding massive security deposits based on a consumer's total annual consumption. The Kerala State Electricity Regulatory Commission (KSERC) intervened, directing KSEB to calculate deposits based solely on net energy drawn from the grid, forcing the board to refund or adjust the excess amounts collected.
Pending Payments for Surplus Units: Prosumers report significant delays in receiving compensation for excess solar energy fed into the grid during daylight hours. While KSEB buys outside power at inflated peak rates, it credits its own consumers at a minimal Average Pooled Power Purchase Cost (APPC) rate of approximately ₹3.15 per unit on March 31—and even those payouts face indefinite delays.
Financial Burden and Smart Metering Controversies: KSEB claims that receiving surplus solar power during the day does not solve its primary challenge: high night-time demand. The utility argues that managing grid instability and energy storage creates a heavy financial burden. Prosumer associations counter that KSEB is intentionally undermining solar cost savings through ToD (Time of Day) billing structures and restrictive new policies.
