₹92.35 Crore Spent Last Year to Renovate Union Ministers' Bungalows
ന്യൂഡല്ഹി: കേന്ദ്രമന്ത്രിമാരുടെ ഡല്ഹിയിലെ ഔദ്യോഗിക ബംഗ്ലാവുകളുടെ അറ്റകുറ്റപ്പണികള്ക്കായി 2025-26 സാമ്പത്തിക വര്ഷത്തില് 92.35 കോടി രൂപ ചെലവിട്ടതിന്റെ വിവരാവകാശ രേഖ പുറത്ത്.
11 വര്ഷത്തിനിടെ ചെലവ് മൂന്നിരട്ടിയായി വര്ദ്ധിച്ചു. ഡല്ഹിയിലെ ല്യൂട്ടന്സ് ബംഗ്ലാവ് മേഖലയിലുള്ള കേന്ദ്രമന്ത്രിമാരുടെ ഔദ്യോഗിക വസതികളുടെ നവീകരണം, ഫര്ണിഷിംഗ്, അറ്റകുറ്റപ്പണികള് എന്നിവയ്ക്കായി ചെലവഴിച്ച വാര്ഷിക തുക 2025-26 ല് 92.35 കോടി രൂപയായി ഉയര്ന്നു. 2014-15 ല് ഇത് 27.47 കോടി രൂപ മാത്രമായിരുന്നു.
വാര്ത്താ ഏജന്സിയായ പിടിഐ വിവരാവകാശ നിയമപ്രകാരം നല്കിയ ചോദ്യത്തിന് മറുപടിയായാണ് ഈ വിവരങ്ങള് ലഭ്യമായത്. അറ്റകുറ്റപ്പണികള്, നവീകരണം, പരിപാലനം എന്നിവ നടത്തുന്ന സെന്ട്രല് പബ്ലിക് വര്ക്സ് ഡിപ്പാര്ട്ട്മെന്റ് വഴി 2014-15 നും 2025-26 നും ഇടയില് സര്ക്കാര് 547.68 കോടി രൂപയാണ് ഇത്തരം പണികള്ക്കായി ചെലവഴിച്ചത്.
പണപ്പെരുപ്പവും സെന്ട്രല് ഡല്ഹിയില് വിശാലമായ വളപ്പുകളിലായി സ്ഥിതിചെയ്യുന്ന പഴയ കെട്ടിടങ്ങള് പരിപാലിക്കുന്നതിലെ കടുത്ത ചെലവുമാണ് ഈ വര്ദ്ധനവിന് കാരണമെന്ന് ഉദ്യോഗസ്ഥര് പറഞ്ഞു. 2014 ന് ശേഷമുള്ള ഏറ്റവും ഉയര്ന്ന കണക്കാണിത്. ചോര്ച്ച, ചിതല് ശല്യം, പഴകിയ ഇലക്ട്രിക്കല് വയറിംഗുകള്, പ്ലംബിംഗ് തകരാറുകള് എന്നിവയാണ് സിപിഡബ്ല്യുഡി ഉദ്യോഗസ്ഥര് പ്രധാന പ്രശ്നങ്ങളായി ചൂണ്ടിക്കാണിക്കുന്നത്.
ചില ബംഗ്ലാവുകള് പൊളിച്ച് പണിയാന് മുന്പ് പദ്ധതികളുണ്ടായിരുന്നെങ്കിലും ഔദ്യോഗികമായി പ്രഖ്യാപിച്ചിരുന്നില്ല. 'ഇവ മിക്കതും 80 മുതല് 100 വര്ഷം വരെ പഴക്കമുള്ള ബംഗ്ലാവുകളാണ്. ചിലവ ഘടനാപരമായി സുരക്ഷിതമല്ലാത്ത അവസ്ഥയിലായതിനാല് നവീകരണം അനിവാര്യമായിരുന്നു,' ഒരു ഉദ്യോഗസ്ഥന് പറഞ്ഞു.
1912-നും 1930-നും ഇടയില് ന്യൂഡല്ഹി ബ്രിട്ടീഷ് സാമ്രാജ്യത്വ തലസ്ഥാനമായി നിര്മ്മിക്കുന്നതിന്റെ ഭാഗമായാണ് ഈ ബംഗ്ലാവ് മേഖല വികസിപ്പിച്ചത്. സ്വാതന്ത്ര്യാനന്തരം ഇത് മുതിര്ന്ന ഭരണാധികാരികളുടെ വസതികളാക്കി മാറ്റി. മന്ത്രിമാര്ക്ക് പുറമെ എംപിമാര്, സുപ്രീം കോടതി ജഡ്ജിമാര്, ഉന്നത സൈനിക ഉദ്യോഗസ്ഥര് തുടങ്ങിയവരും ഇവിടെയാണ് താമസിക്കുന്നത്.
ല്യൂട്ടന്സ് ബംഗ്ലാവ് സോണിലെ രാഷ്ട്രപതി ഭവന് ചുറ്റുമുള്ള ബംഗ്ലാവുകള് മാത്രമാണ് ല്യൂട്ടന്സ് നേരിട്ട് രൂപകല്പ്പന ചെയ്തതെന്ന് ചരിത്രകാരിയും ഗ്രന്ഥകാരിയുമായ സ്വപ്ന ലിഡില് പറഞ്ഞു. ബ്രിട്ടീഷ് ഭരണത്തിന് കീഴിലുണ്ടായിരുന്ന പബ്ലിക് വര്ക്സ് ഡിപ്പാര്ട്ട്മെന്റിലെ ആര്ക്കിടെക്റ്റുകളാണ് കൊളോണിയല് കാലത്തെ മിക്ക സര്ക്കാര് ബംഗ്ലാവുകളും ഡിസൈന് ചെയ്തത്.
'വിശാലമായ വളപ്പും പ്രധാന കെട്ടിടത്തിന് പുറമെ ജീവനക്കാര്ക്കുള്ള അനുബന്ധ കെട്ടിടങ്ങളും അടങ്ങിയ അതേ പാറ്റേണിലാണ് ഈ ബംഗ്ലാവുകളും നിര്മ്മിച്ചിരിക്കുന്നത്. ആഭ്യന്തരമന്ത്രി അമിത് ഷാ ഇപ്പോള് താമസിക്കുന്ന കൃഷ്ണ മേനോന് മാര്ഗിലെ ബംഗ്ലാവ്, പഴയ പാര്ലമെന്റ് മന്ദിരത്തിന്റെയും നോര്ത്ത്-സൗത്ത് ബ്ലോക്കുകളുടെയും ശില്പിയായ ഹെര്ബര്ട്ട് ബേക്കര് താമസിച്ചിരുന്നതാണ്,' ലിഡില് കൂട്ടിച്ചേര്ത്തു.
2014 മുതല് 2019 വരെ മന്ത്രിമാര് വാര്ഷിക ശരാശരി 26.78 കോടി രൂപയാണ് നവീകരണത്തിനായി ചെലവഴിച്ചത്. 2019 മുതല് 2024 വരെയുള്ള കാലയളവില് ഇത് ശരാശരി 50 കോടി രൂപയായി ഉയര്ന്നു. 2024-25 ല് 71.98 കോടി രൂപയും 2025-26 ല് 92.35 കോടി രൂപയുമായിരുന്നു ചെലവ്.

ഫാനുകള്, എല്ഇഡി ലൈറ്റുകള് തുടങ്ങിയ ഇലക്ട്രിക്കല് വസ്തുക്കള്, പ്ലംബിംഗ് ജോലികള്, ഫ്ലോര് ടൈലുകള് മാറ്റല് എന്നിവയ്ക്കാണ് സാധാരണയായി തുക ചെലവാകുന്നതെന്ന് ഒരു മന്ത്രിയുടെ ഓഫീസ് ജീവനക്കാരന് വ്യക്തമാക്കി.
2009 സെപ്റ്റംബറിലെ മറ്റൊരു വിവരാവകാശ മറുപടി പ്രകാരം, 2004 നും 2009 നും ഇടയില് എംപിമാര്ക്കും കേന്ദ്രമന്ത്രിമാര്ക്കും അനുവദിച്ച ബംഗ്ലാവുകളുടെ പരിപാലനത്തിനായി സര്ക്കാര് ആകെ 93.50 കോടി രൂപ ചെലവഴിച്ചിരുന്നു.

An RTI response has revealed that ₹92.35 crore was spent in the 2025-26 financial year for the maintenance of Union Ministers' official bungalows in Delhi.
Over 11 years, the expenditure has tripled. The annual amount spent on the renovation, furnishing, and maintenance of official residences of Union Ministers in Delhi's Lutyens' bungalow zone rose to ₹92.35 crore in 2025-26. In 2014-15, this figure was only ₹27.47 crore.
This information was made available in response to an RTI query filed by the news agency PTI. Between 2014-15 and 2025-26, the government spent ₹547.68 crore through the Central Public Works Department (CPWD)—which executes maintenance, renovation, and upkeep—on such works.
Officials attributed this increase to inflation and the high cost of maintaining old buildings situated on vast plots in Central Delhi. This is the highest figure recorded since 2014. CPWD officials pointed to seepage, termite infestation, outdated electrical wiring, and plumbing defects as the major issues.
Although there were earlier plans to demolish and rebuild some bungalows, no official announcement was made. "Most of these are 80 to 100-year-old bungalows. Since some of them were structurally unsafe, renovation was imperative," an official said.
Historical Context & Usage
This bungalow zone was developed between 1912 and 1930 as part of building New Delhi as the British imperial capital. After independence, these were converted into residences for senior administrators. Apart from ministers, MPs, Supreme Court judges, and top military officials also reside here.
Historian and author Swapna Liddle noted that only the bungalows surrounding Rashtrapati Bhavan in the Lutyens' Bungalow Zone were directly designed by Edwin Lutyens. Most colonial-era government bungalows were designed by architects from the Public Works Department under British rule.
"These bungalows were built in the same pattern, featuring vast grounds and annexes for staff alongside the main building. The bungalow on Krishna Menon Marg where Home Minister Amit Shah currently resides was once occupied by Herbert Baker, the architect of the old Parliament building and the North-South Blocks," Liddle added.
Expenditure Breakdown
2014–2019: Ministers spent an annual average of ₹26.78 crore on renovations.
2019–2024: The annual average rose to ₹50 crore.
2024–2025: Expenditure reached ₹71.98 crore.
2025–2026: Expenditure climbed to ₹92.35 crore.
Average Spend Per Minister
CPWD did not provide expenditure details for the residences of non-ministerial Lok Sabha and Rajya Sabha MPs, or the offices of ministers and ministers of state. The Union Cabinet typically consists of 70 to 72 Cabinet Ministers and Ministers of State. Based on last financial year's figure of ₹92.35 crore, an average of ₹1.2 crore was spent per minister.
A staff member from a minister's office clarified that the money is typically spent on electrical items such as fans and LED lights, plumbing work, and replacing floor tiles.
According to a separate RTI response from September 2009, the government had spent a total of ₹93.50 crore between 2004 and 2009 for the maintenance of bungalows allotted to MPs and Union Ministers.
