കൊച്ചി: ഇന്ത്യയിലെ സുപ്രധാന ഡിജിറ്റല്‍ മീഡിയ ഗ്രീവന്‍സ് ബോഡിയായ ഇന്ത്യന്‍ ഡിജിറ്റല്‍ പബ്ലിഷേഴ്‌സ് കണ്ടന്റ് ഗ്രീവന്‍സ് കൗണ്‍സില്‍ (ഐ.ഡി.പി.സി.ജി.സി) സുപ്രീം കോടതി മുന്‍ ന്യായാധിപന്‍ ജസ്റ്റിസ് സിറിയക് ജോസഫ് ചെയര്‍മാനായി പുനഃസംഘടിപ്പിച്ചു.

ദേശീയ മനുഷ്യാവകാശ കമ്മിഷന്‍ ആക്ടിംഗ് ചെയര്‍മാനും കേരള ലോകായുക്തയുമായിരുന്നു ജസ്റ്റിസ് സിറിയക് ജോസഫ്.

രാഷ്ട്രപതിയുടെ മുന്‍ പ്രസ് സെക്രട്ടറിയും നെതര്‍ലന്‍ഡ്‌സിലെ മുന്‍ അംബാസഡറുമായിരുന്ന ഡോ. വേണു രാജാമണി ഐഎഫ്എസ്, കേന്ദ്ര സാഹിത്യ അക്കാദമി അവാര്‍ഡ് ജേതാവും പ്രമുഖ സാഹിത്യകാരനുമായ ഡോ. ജോര്‍ജ് ഓണക്കൂര്‍, ഡല്‍ഹിയിലെ മുതിര്‍ന്ന മാധ്യമ പ്രവര്‍ത്തകനും ദീപിക എഡിറ്ററുമായ ജോര്‍ജ് കള്ളിവയലില്‍ എന്നിവരാണ് പുതിയ സമിതിയിലെ മറ്റ് അംഗങ്ങള്‍.

പുതുക്കിയ ഗ്രീവന്‍സ് കൗണ്‍സില്‍ അംഗങ്ങളുടെ പട്ടിക കേന്ദ്ര വാര്‍ത്താവിതരണ മന്ത്രാലയത്തിന് കൈമാറിയതായി കോം ഇന്ത്യ പ്രസിഡന്റ് വിന്‍സെന്റ് നെല്ലിക്കുന്നേല്‍ അറിയിച്ചു.

ഇന്ത്യയിലെ പ്രമുഖ ഡിജിറ്റല്‍ മീഡിയ മാനേജ്‌മെന്റ് അസോസിയേഷനായ കോണ്‍ഫെഡറേഷന്‍ ഒഫ് ഓണ്‍ലൈന്‍ മീഡിയ - ഇന്ത്യ (കോം ഇന്ത്യ)ബയുടെ ഗ്രീവന്‍സ് ബോഡിയാണ് ഇന്ത്യന്‍ ഡിജിറ്റല്‍ പബ്ലിഷേഴ്‌സ് കണ്ടന്റ് ഗ്രീവന്‍സ് കൗണ്‍സില്‍.

ഏഴംഗ ഗ്രീവന്‍സ് കൗണ്‍സിലില്‍ കേരള മീഡിയ അക്കാദമി ഭരണസമിതി അംഗവും കോം ഇന്ത്യ പ്രസിഡന്റും സത്യം ഓണ്‍ലൈന്‍ എഡിറ്ററുമായ വിന്‍സെന്റ് നെല്ലിക്കുന്നേല്‍, ജനറല്‍ സെക്രട്ടറി മലയാളി വാര്‍ത്ത എഡിറ്റര്‍ സോയിമോന്‍ മാത്യു, ട്രഷറര്‍ ബട്രൂവിഷന്‍ ന്യൂസ് മാനേജിംഗ് എഡിറ്റര്‍ കെ. കെ. ശ്രീജിത്ത് എന്നിവരെയും ഉള്‍പ്പെടുത്തിയിട്ടുണ്ട്.

കാലിക്കറ്റ് സര്‍വകലാശാല മുന്‍ വൈസ് ചാന്‍സലര്‍ ഡോ. കെ. കെ. എന്‍. കുറുപ്പ് അധ്യക്ഷനായിരുന്ന കൗണ്‍സിലിന്റെ കാലാവധി അവസാനിച്ചതിനെ തുടര്‍ന്നാണ് പുതിയ കൗണ്‍സിലിനെ തെരഞ്ഞെടുത്തത്. 

ജൂലാട് ഏഴിന് കൊച്ചിയില്‍ ചേര്‍ന്ന കോം ഇന്ത്യ ജനറല്‍ കൗണ്‍സില്‍ പുതിയ അംഗങ്ങളുടെ പേരുകള്‍ നിര്‍ദേശിക്കുകയും 18-ന് ചേര്‍ന്ന എക്‌സിക്യൂട്ടീവ് കമ്മിറ്റി ഇതിന് അംഗീകാരം നല്‍കുകയുമായിരുന്നു. രണ്ട് വര്‍ഷമാണ് പുതിയ കൗണ്‍സിലിന്റെ കാലാവധി.

2021-ല്‍ രൂപീകരിച്ച ആദ്യ ഗ്രീവന്‍സ് കൗണ്‍സില്‍ സമിതി രണ്ട് കാലാവധികള്‍ പൂര്‍ത്തിയാക്കിയാണ് ചുമതല ഒഴിയുന്നത്.

2021-ലെ ഐ.ടി. ആക്ടിലെ മാനദണ്ഡങ്ങള്‍ പ്രകാരം കേന്ദ്ര വാര്‍ത്താവിതരണ വകുപ്പ് മന്ത്രാലയത്തിന്റെ ഉത്തരവുപ്രകാരമാണ് കോം ഇന്ത്യ ഇന്ത്യന്‍ ഡിജിറ്റല്‍ പബ്ലിഷേഴ്‌സ് കണ്ടന്റ് ഗ്രീവന്‍സ് കൗണ്‍സിലിന് രൂപം നല്‍കിയത്.

കേന്ദ്ര സര്‍ക്കാര്‍ പുതിയ ഐ.ടി. ആക്ട് പാസാക്കുകയും 'ഇന്റര്‍മീഡിയറി ഗൈഡ്ലൈന്‍സ് ആന്‍ഡ് ഡിജിറ്റല്‍ മീഡിയ എത്തിക്‌സ് കോഡ്' പ്രകാരം ഗ്രീവന്‍സ് കൗണ്‍സിലുകള്‍ രൂപീകരിക്കാന്‍ രാജ്യത്തെ മാധ്യമങ്ങള്‍ക്ക് നിര്‍ദേശം നല്‍കുകയും ചെയ്തതിനു ശേഷം രാജ്യത്ത് രണ്ടാമതും കേരളത്തില്‍ ആദ്യവുമായി രൂപംകൊണ്ട ഗ്രീവന്‍സ് കൗണ്‍സിലാണിത്.

കേരളത്തില്‍ പരമ്പരാഗത പത്ര മാധ്യമങ്ങളുടെയും വാര്‍ത്താ ചാനലുകളുടെയും ഗ്രീവന്‍സ് കൗണ്‍സിലുകള്‍ക്ക് അംഗീകാരം ലഭിക്കുന്നതിനും ഒരു വര്‍ഷം മുന്‍പ് അംഗീകാരം ലഭിച്ചത് കോം ഇന്ത്യക്കാണെന്നത് ശ്രദ്ധേയമായിരുന്നു. വൈഗന്യൂസ്.കോം കോം ഇന്ത്യയിലെ അംഗമാണ്.

The Indian Digital Publishers Content Grievance Council (IDPCGC), a prominent digital media grievance body in India, has been reconstituted with former Supreme Court judge Justice Cyriac Joseph as its Chairman. Justice Cyriac Joseph has previously served as the Acting Chairperson of the National Human Rights Commission and as the Kerala Lokayukta.

The other members of the newly constituted committee are Dr. Venu Rajamony IFS (former Press Secretary to the President of India and former Ambassador to the Netherlands), Dr. George Onakkoor (eminent writer and Kendra Sahitya Akademi Award winner), and George Kallivayalil (senior journalist based in Delhi and Editor of Deepika).

Com India President Vincent Nellikunnel announced that the revised list of Grievance Council members has been submitted to the Union Ministry of Information and Broadcasting.

The Indian Digital Publishers Content Grievance Council is the grievance body of the Confederation of Online Media - India (Com India), a leading digital media management association in the country.

The seven-member Grievance Council also includes Vincent Nellikunnel (Kerala Media Academy Governing Body member, Com India President, and Editor of Satyam Online), Soyimon Mathew (General Secretary and Editor of Malayali Vartha), and K. K. Sreejith (Treasurer and Managing Editor of TrueVision News).

The new council was elected following the expiration of the term of the previous council, which was chaired by Dr. K. K. N. Kurup, former Vice-Chancellor of the University of Calicut. The General Council of Com India, which met in Kochi on July 7, proposed the names of the new members, and the Executive Committee approved them on July 18. The term of the new council will be two years.

The first Grievance Council, formed in 2021, steps down after completing two terms.

Com India established the Indian Digital Publishers Content Grievance Council under the directives of the Union Ministry of Information and Broadcasting, in accordance with the standards of the Information Technology Rules, 2021.

Following the Central Government's enactment of the new IT Rules and its directive to news organizations to set up grievance councils under the Intermediary Guidelines and Digital Media Ethics Code, this was the second such council formed in the country and the first in Kerala.
